Description
Sources Sought Bidder Information Form SOURCES SOUGHT - W9123618B0027 For Repair-Replace Culverts (No. 1032, 1211, 1486), Fort A.P. Hill, VA This is a Sources Sought notice only; it is not a request for competitive proposals. There is no solicitation, specifications, and/or drawings available at this time. This Sources Sought Notice is for informational purposes only to determine the interest and availability of potential qualified contractors. The Government will not reimburse respondents for any cost incurred in preparation of a response to this notice. The Government intends to use responses to this sources sought to make appropriate acquisition decisions for the project. NO AWARD will be made from this sources sought notice. ALL INTERESTED FIRMS SHOULD RESPOND TO THIS NOTICE NO MATTER WHAT BUSINESS SIZE UNDER THE NAICS CODE 332311. Project Description: The Norfolk District, Corps of Engineers is conducting Market Research to identify potential Sources to repair/replace culverts (No. 1032, 1211, 1486) at Fort AP Hill, Virginia. The purpose of this project is to procure construction services to remove, replace and rehabilitate existing drainage structures at three separate locations with the South Post area of Fort A.P. Hill. Work will require removal of two 36-inch existing corrugated metal culverts and the (in-place) rehabilitation of a 54-inch diameter concrete pipe culvert. The existing culverts consist of corrugate metal and concrete pipe conduits (36-inch diameters) and 54-inch concrete pipe diameter. Offerors should anticipate work under roadways and on steep embankments. The anticipated period of performance is 270 calendar days. This Sources Sought anticipates the need to repair one (1) culvert and replace two (2) culverts located on steep embankment slopes. The project is located in three separate locations within the South Post area of Fort A.P. Hill, VA, hours of work (7:00am to 4:30pm). No holiday work is anticipated. THIS PROJECT IS PLANNING FOR SEALED BID WITH DEFINITIVE RESPONSIBILITY CRITERIA. Definitive Responsibility Criteria (DRC) are specific and objective standards established by an agency as a precondition to award which are designed to measure a prospective contractor's ability to perform the contract. In order to be found responsible, the apparent low bidder must demonstrate past experience on all of the following two (2) REQUIRED components. 1. CULVERTS: Bidders must be able to demonstrate experience with at least two (2) projects that includes removal and installation of deep culverts under roadway systems and on steep embankments that was completed within five years of the solicitation date or currently under construction but at least 50% complete by the solicitation date. 2. WORKER SAFETY REQUIREMENTS: Bidders must be able to demonstrate a robust Safety Plan for working on roadways and steep embankments. If a subcontractor is used to complete a work component, that subcontractor must demonstrate his past experience in that work component. Bidders are not required to submit additional documentation related to this criterion at the time of bid. The Government will request supporting documentation from the bidder anticipated to receive the award, prior to award. Bidders will be evaluated on conformance to the solicitation and price. The Government reserves the right to reject any or all Bids; and to award the contract to other than the lowest total price and to award to the bidder submitting the lowest bid determined by the Government to be responsible. The NAICS code applicable to this requirement is 237310, with a Small Business Size Standard of $36.5M. The order of magnitude for this effort is estimated between $500,000 and $1,000,000. Contractors will be required to submit bonding documents prior to award. Bonding documents are not required for this source sought. The Sources Sought response should demonstrate knowledge of, experience in, and ability to successfully execute per the following: REQUESTED INFORMATION: 1. Bidders must complete the attached Sources Sought Bidder Information Form. 2. Provide a write up to illustrate how your firm will meet the DRC requirements. Provide at least two (2) examples of projects similar size/scope described in the project description above, within the past five (5) years. Please demonstrate experience in the type of work at the similar contract value, in a similar type of deep culvert repair. In addition, please provide recommendation on what would be a reasonable time (number of years of experience) to assess experience qualification. If your firm has deep culvert and embankment experience but not equivalent to the DRC above, please provide information as to the required level of experience. Narratives shall be no longer than eight (8) pages and shall demonstrate experience in a similar type of work as described, at a similar contract value, and in a similar location. 3. If large business is submitting, please provide a statement with an estimate on how much the total contract value (percentage) should be set aside for small business and type of work to be performed. 4. Contractors must be registered in the System for Award Management (SAM) at the time of contract award. Please see www.sam.gov for additional registration information. Since this is a Sources Sought announcement only, no evaluation letters and/or results will be issued to the respondents. No solicitation exists and solicitation requests will not be acknowledged. USACE Norfolk District is not seeking or accepting unsolicited proposals, and will not accept telephone inquiries. No reimbursement will be made to any costs associated with providing information in response to this announcement. This sources sought should not be construed in any manner to be an obligation of the U.S. Corps of Engineers, Norfolk District to issue a contract, or result in any claim for reimbursement of costs for any effort you expend responding to this request.
