- Attachment B - List of ALL items that will required Notification of Configuration Changes and/or Obsolescence Issues Attachment A - List of ALL items to be repaired under this contract NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is considering a contract award through full and open competition for the repair of 369 commercial items used on the P-8A Poseidon aircraft. The P-8A is a maritime patrol aircraft derived from the Boeing 737-800 commercial airliner. Although the P-8A carries out a strictly military role for the U.S. Navy, some items on the aircraft are unmodified 737 items. These are referred to as "commercial common" items (i.e., common to the P-8A and 737). They are referred to in the Federal Acquisition Regulation as "COTS" or "commercial off the shelf" but hereinafter will be referred to simply as commercial common. All items on this contract will be unmodified commercial common items. The items to be repaired are found on Attachment A to this notice and are used by both the U.S. Navy and the Royal Australian Air Force. Note: The range of items on Attachment A is subject to minor change prior to the solicitation release. NAVSUP WSS intends to pursue a single, competitive contract award for repair of items listed on Attachment A of this notice. The anticipated contract award is expected to be a 5-year contract period. The awardee must be familiar with repair of the items on Attachment A to this notice. The awardee will be required to act as the Government's integrator to repair, or subcontract for repair, of all of the items on Attachment A, using Federal Aviation Administration (14 CFR Part 145) repair stations. Issuance of FAA Form 8130-3 or EASA Form 1 Authorized Release Certificate/Airworthiness Approval Tags shall be mandatory for each repair. The repair of these P-8A commercial common items poses some unique challenges: •- The P-8A flies a military flight envelope, unlike the 737. In addition, the P-8A does not have an FAA Type Certificate; the Navy engineering community retains engineering cognizance. •- These P-8A commercial common items, including all sub-components, parts, and piece parts thereof, must not be co-mingled at any time with airline or other commercial or private 737 commercial common items. Instead, per FAA and Department of Navy mandate, such P-8A commercial common items and their sub-components, parts, and piece parts must stay isolated in a "closed-loop" to ensure none is placed on an airline or other commercial or private 737 aircraft. •- All sub-components, parts, and piece parts, etc. replaced during the repair of the items on Attachment A must be new, with FAA-required documentation, and either manufactured or procured from (i) the Original Equipment Manufacturer (OEM), or (ii) a supplier with an FAA Parts Manufacturer Approval (PMA) for the specific sub-component, part, or piece part, etc., which PMA is expressly based on a licensing contract from the OEM. All non-OEM or non-OEM-licensed PMA sub-components, parts, and piece parts, etc. will not be accepted. Used parts will not be accepted. •- Any repairs requiring Designated Engineering Representative (DER)/FAA - approved deviations or alterations to a Component Maintenance Manual (CMM) will not be accepted. •- U.S. Navy Equipment history and maintenance records will be updated during the contract by the awardee for Navy life limited items. A list of the life limited items will be provided as part of the future solicitation. •- NAVSUP WSS requires electronic inventory reporting to ensure 100% accountability of all Government Furnished Equipment (for example, items to be repaired, etc.). •- Repaired items returned to the Government require military packaging and packing in accordance with MIL-STD-2073-1E, and marking in accordance with MIL-STD-129R. •- The awardee will be required to comply with contract clauses from the Federal Acquisition Regulation (FAR)/Defense Federal Acquisition Regulation Supplement (DFARS)/Navy Marine Corps Acquisition Regulation Supplement (NMCARS), specifically those of FAR Part 12 Acquisition of Commercial Items, DFARS Part 212 "Acquisition of Commercial Items" and NMCARS 5212 "Acquisition of Commercial items." These include, but are not limited to: • DFAR 252.246-7008 Sources of Electronic Parts • DFAR 252.204-7009 Limitations on the Use or Disclosure of Third Party Contractor Reported Cyber Incident Information Also, the contract will contain a separate notification-only requirement as follows. The contract will require the awardee to timely notify the Government when commercial common items on Attachment B to this notice have (i) configuration changes (i.e., "part number rolls") made by the OEM, or (ii) have obsolescence issues that impact the ability to sustain the part. NOTE: Attachment B includes BOTH the items on Attachment A, as well as 422 additional commercial common items used on the P-8A and CFM56 engine; these additional commercial common items shown on Attachment B are not to be repaired under this contract and the awardee will not receive any for repair. NAVSUP WSS is seeking contractors who wish to be considered for this effort. All responsible sources may identify their interest and provide capability statements in response to this notice to the p.o.c.- debra.zaslow@navy.mil on or before 31 July 2018. This Sources Sought Notice is not a request for proposals and no contract proposal or offer submitted by any party will be reviewed.
