- The Department of Veterans Affairs Great Lakes Acquisition Center (GLAC) in North Chicago Il intends to negotiate a sole source contract with SIMPLEXGRINNELL LP. to provide upgrade of the existing fire Alarm system at the VA Hospital by Replace existing EST 3 fire alarm system. Reuse existing notification devices. Provide network connection to the network point in Bldg. 195 so that the new fire alarm panel will communicate all activity onto the existing network. All existing initiating devices are to be replaced. utilizing the Simplex model 4007ES HYBRID FACP (fire alarm control panel) Platinum at Captain James A. Lovell VA Medical Center in North Chicago, IL. This contract will be for a one time firm fixed price contract. This procurement is being conducted in accordance with FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy the agency requirements. The contract will be firm fixed price and the NAICS code is 238210 (Fire alarm system, electric, installation only). This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products, services and capabilities as well as references from other customers who are using these products and services to upgrade of the existing Fire Alarm system at the VA Hospital by utilizing the Simplex model 4007ES HYBRID FACP service to the contracting officer NLT 11:00AM EST, 17 July 2018. Supporting evidence must be submitted in sufficient detail to demonstrate the ability to comply with the above requirements and attached Statement of Work, to include access to OEM parts for repairs. Responses received will be evaluated; however a determination by the Government to not compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with Simplex Grinnel Statement Of Work 1. Contract Title Fire alarm system in Bld. 195 garage replacement 2. Background. This is a fire alarm system that was installed during new construction that is not using the standard simplex type equipment this causes problems with service repairs and parts availability and is constantly requiring maintenance due to improper installation. 3. Scope. Install new Fire Alarm panel that will be more serviceable and allow zone control from existing fire alarm system throughout the entire facility. 4. Specific Tasks. Provide materials and personnel to install new fire alarm panel and associated sensing devices to replace existing defective panel in Bld. 195(Parking Garage) Deliverables: Provide materials and installation personnel to install Simplex model 4007ES HYBRID FACP (fire alarm control panel) Platinum. Provide all associated materials to install this fire alarm system in Bld. 195 5. Performance Monitoring COR will monitor all Installation and final testing of equipment. 6. Security Requirements: Installation personnel are required to wear contractor Identification badges at all times. 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). No GFI is required. 8. Other Pertinent Information or Special Considerations. None. 9. Risk Control 11. Place of Performance. Work will take place on the 3001 Green Bay Road North Chicago Il 60064 FHCC station. 12. Period of Performance. June-Aug 2018 13. Delivery Schedule. June-Aug 2018
