Description
The FAA Office of Information and Technology (AIT) began a Workforce Development Initiative in 2016. This initiative would refine the Workforce Strategy that defines future employee roles, functions and positions to support the overarching AIT strategy. As part of this strategy, AIT is looking to develop its employees into a highly engaged, innovative and customer centric workforce through career planning and/or paths helping them to develop the skills and competencies required to meet the demands of this future workforce. Succession planning of key jobs and leaders is also an important part of this strategy. Employees will become increasingly engaged as their future roles and paths to success are defined. As this strategy is refined and implemented, it is imperative that the information is disseminated in a clear and effective manner to employees. Data to support this effort was collected through a series of listening sessions with managers and employees in AIT. This data demonstrated that a primary need for the organization are Career Development paths that will assist employees in seeking job opportunities throughout the organization. This should be completed by development of tools that will assist in identifying roles across AIT, self-assessing against recommended competencies and developing training to ensure employees are fully qualified as opportunities open within the organization. AIT has partially completed this work and completed a pilot within AIT that deployed a Career Opportunity Map and Career Assessment Tools within a portion of the AIT Organization. At this point, a plan needs to be developed to fully implement this approach across AIT. AIT is seeking assistance to assess the work that has been completed to date and identify activities, tasks, and timelines associated with developing a complete implementation plan for AIT, for potential deployment in FY19. This work will include: Completing the identification of current and future roles, by working with leadership in AIT to align roles with the IT Strategy Evaluating identified competencies and recommending a process to self-assess, and have a manager, mentor or peer assess competencies Identifying a methodology to match training opportunities to competencies and a process for employees to fully develop a training plan Identifying options for tools and technologies for employees to identify career paths, assess competencies, and develop training plans Developing a change management and communications methodology to accompany the implementation plan The purpose of this market survey is to solicit statements of capabilities from interested small businesses. Socially and Economically Disadvantaged Businesses (SEDB/8(a)), Small Businesses, and/or Service-Disabled Veteran Owned Small Businesses (SDVOSB) must provide their status and provide documentation if applicable. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the requirement among small business concerns. Depending on the outcome of the market survey, the FAA may decide to do a full and open competition or set-aside the procurement for small businesses; service-disabled veteran owned small businesses (SDVOSB) or eligible socially and economically disadvantaged businesses. The principle North American Industry Classification System (NAICS) code anticipated for this effort is 541612 Human Resources Consulting Services with a small business size standard of $15M. In order to make this determination, the FAA is requiring interested vendors to explain and describe their capabilities and recent past experience in performing specific tasks described above. This public announcement is being issued in accordance with the FAA Acquisition Management System (AMS) Section 3.2.1.3.11. Interested parties are advised that: This is not a Screening Information Request or Request for Proposals; The FAA is not seeking or accepting unsolicited proposals; The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and Any costs associated with the market survey response submittals are solely at the interested party's expense. Responses to the Market Survey: Interested parties should submit the following information: (a) A one-page letter of transmittal. (b) A statement of capabilities and past experience that address your company's capabilities and past experience for the tasks described above for the public sector, FAA or other government agencies. The statement of capabilities should also address the following: (1) Knowledge of Federal Government HR practices and policies. (2) Knowledge or experience working in a Federal Shared Services environment. (3) Supporting organizational change management, communication activities, and evaluating and tracking the level of engagement of employees. (4) Knowledge or experience developing career paths or tracks to include, but not be limited to, Information Technology Specialists. (c) The statement of capabilities and past experience should not exceed five pages (12 point Times New Roman font; 1 inch or greater margins). (d) A list of Federal Government contracts under which your company has provided these types of services in the past 3 years must be included as part of your past experience. This list should state the contract number, customer, customer POC, a brief description of the support provided and how it relates to the requirement, and the contract total price or value. (e) SBA or VA certification letters (if applicable). If any of the information submitted is considered to be proprietary or business sensitive, the submitter is responsible for marking it accordingly.
