- Justification for Sole Source Statement of Work THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. The Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS&IMF), Bremerton Washington, intends to solicit and negotiate a Sole Source, Firm-Fixed-Price Purchase Order with American Compressor Company. The contract is for overhaul of one (1) High Pressure Air Compressor (HPAC). This is a FAR 13 single source procurement and will be justified under the authority of Other Than Full and Open Competition in in accordance with 10 USC 2304(c)(1). Only one responsible sources and no other requirement will satisfy the needs of the Government. American Compressor Company is the only company believed capable of satisfying the requirement. The North American Industry Classification System (NAICS) code for this requirement 811310. Product Service Code is J043. This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement. The Government plans to award a contract for this requirement on 23 July 2018. This notice of intent is not a request for competitive proposals and no solicitation will be made available. The Government will not pay for information submitted. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE HIGH PRESSURE AIR COMPRESSOR (HPAC) in the subject line. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements to Todd Little by email at todd.little@navy.mil, and Patricia Kelly at patricia.l.kelly@navy.mil. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
