- Draft STIPDG Statement of Work THIS IS A SOURCES SOUGHT NOTICE. This notice is issued solely for information and planning purposes. It does not constitute a Request for Proposal/Bid/Quote or a promise to issue a solicitation. This notice does not commit the Federal Highway Administration (FHWA) to contract for any supply or service. FHWA is not seeking proposals at this time. Responders are advised that FHWA will not pay any cost incurred in response to this notice. All costs associated with responding to this notice will be solely at the interested party's expense. Not responding to this notice does not preclude participation in any future solicitation. The information provided in this notice is subject to change and is not binding on the FHWA. All submissions become the property of the FHWA and will not be returned. The Federal Highway Administration (FHWA) is condu c ting market research to determine if there are interested, capable, and qualified offerors, in the marketplace with the knowledge, skills, qualifications, and capability to perform the work described below. FHWA is contemplating making an award to qualified Contractor to provide non-personal, professional support services to manage t he U.S. Department of Transportation (DOT), Federal Highway Administration (FHWA) annual DOT Summer Transportation Internship Program for Diverse Groups (STIPDG). The Contractor shall be responsible for the daily administration and facilitation of the STIPDG. The STIPDG Program places a total of 80 to 100 college interns in DOT Offices in any State or Territory, or in Washington DC. Historically, about half of the interns are assigned to Offices in Washington DC, with the remaining interns assigned to Offices in any of the States or Territories. The majority of interns are assigned to FHWA Offices, but could also be assigned to other DOT Offices. The FHWA is seeking to identify entities with the breadth and depth of expertise and resources capable performing in all areas of the attached draft Statement of Work. SUBMISSION DETAILS (CAPABILITY STATEMENTS): Interested businesses shall only submit responses electronically to the Contracting Officer, Rick Murray, in Adobe Portable Document Format (PDF) at rick.murray@dot.gov no later than 12:00 pm Eastern Standard Time on Tuesday, July 17, 2018, with the following text in the subject line: Sources Sought Notice: HIN180033PR. All submittals received in response to this sources sought, marked or designated as corporate or proprietary, will be fully protected from release outside the Government. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted nor will marketing materials, slide presentations, or technical papers. Interested businesses should submit a brief capabilities statement package (no more than ten, one-sided, 8.5x11inch pages in length with a font no smaller than 12 point) demonstrating the ability to perform the services listed in this notice. Vendor responses shall address the following: 1. Vendor Name, Company Address, and Point(s) of Contact including name, telephone number(s), fax number(s), and email address(es). 2. Respondents to this notice also must indicate whether they are a large business or qualify as a Small Business (SB), Small Disadvantaged Business (SDB) certified under the SBA 8 (a) Program, Women-Owned Small Business (WOSB), HUBZone Small Business (HUBZone), or Service-Disabled Veteran Owned Small Business (SDVOSB) Concern, under NAICS code 541618. 3. Vendor profile to include number of employees, annual revenue history (average over the last three completed fiscal years), office location(s), DUNS number, and a statement regarding whether or not you have a current registration in www.sam.gov. 4. The knowledge, skills, qualifications, and capability to perform the requirements in the attached draft Statement of Work. 5. Briefly describe your experience and capability to provide intern management/administration services for government agencies, and for non-governmental entities. 6. Briefly describe your experience and capability to provide intern management/administration services simultaneously for 80 to 100 interns in about 50 different locations. 7. List prior/current corporate experience/reference performing efforts of similar size and scope (80 to 100 interns in 50 locations) within the last three years, including contract number, customer (federal and non-federal), indication of whether as a prime or subcontractor, contract amount, current point of contact with current telephone number for each reference, and a brief description of how the referenced requirement relates to the services herein. 8. (if applicable) Identify any GSA Schedules and SINs that you hold that encompass/cover the activities of the draft Statement of Work. a. Include the schedule contract number and contract period of performance indicating if the contract has remaining options. All responses must be sufficient to permit agency analysis to determine bona fide capability to meet requirements.
