This is a Sources Sought Notice sent to Small Businesses under NAICS 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance). BACKGROUND: THIS IS A SOURCES SOUGHT NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This notice is issued solely for informational, market research, and planning purposes only. It does not constitute a solicitation or a promise to issue a solicitation in the future.   This notice does not commit the Federal Government to contract for any service at this time. Further, the U.S. Department of Veterans Affairs, Network Contracting Office (NCO) 23/Services Branch, Sioux Falls, SD, is not at this time seeking offers, and will not accept unsolicited offers.   Respondents are advised that the Federal Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party s expense. Responses to this notice are not offers and cannot be accepted by the Federal Government to form a binding contract.   Although the term offeror is used in this notice, your respective organization s response will be treated as information only and shall not be used as an offer. OBJECTIVE: The objective of this notice is to conduct market research to determine if there are small business sources capable of providing maintenance services on one (1) Caterpillar 2.5 MW Generator and two (2) 2.5 Caterpillar MW Generators. Services shall be performed by a certified Caterpillar Service Agency, as will be verified by the Government at https://www.service-center-locator.com/caterpillar/caterpillar-service-center.htm or through documentation provided by small businesses. Place of Performance Iowa City VA Health Care System 601 Highway 6 West Iowa City, IA 52246-2209 Scope of Work The contractor shall provide the following services for each of the three (3) generators: Alternator Inspect Alternator and Fan Belts Replace Generator Bearing (Ball) Lubricate Bearing (Spherical Roller) Lubricate Crankshaft Vibration Damper Inspect Engine Clean Engine Air Cleaner Element (Dual Element) Clean/Replace Engine Air Cleaner Element (Single Element) Clean/Replace Engine Crankcase Breather Clean Engine Mounts Check Engine Oil and Filter Change Engine Protective Devices Check Engine Valve Lash Inspect/Adjust Fuel System Primary Filter Replace Fuel System Secondary Filter Replace Generator Inspect/Dry Generator Set Vibration Inspect Hoses and Clamps Inspect/Replace Insulation Test Prelube Pump Inspect Radiator Inspect/Clean Starting Motor Inspect Stator Lead Check Water Pump Inspect Cooling System Coolant (DEAC) Change Cooling System Water Temperature Regulator Replace Rotating Rectifier Check Turbocharger(s) Inspect Fuel Tank Inspection SUBMITTAL OF RESPONSES: Responses shall be sent via electronic mail only by 10:00am Central Standard Time (CST), 8-9-2018 to: Doug Reed Contracting Officer E-mail: douglas.reed3@va.gov Vendors shall submit the attached SSN Response Form, along with proof of documentation from Caterpillar that small business is authorized Caterpillar Service Agency. As this is not a solicitation but market research only, the Contracting Officer will not be accepting technical questions at this time.
