- Statement of Work This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID), of the National Institutes of Health (NIH), intends to negotiate on an other than full and open basis with Baylor Miraca Genetics, Huston, TX to procure standing order for Chromosomal Microarray Analysis (QTY 200) per the attached Statement of Work (SOW). Chromosomal Microarray Analysis is needed to do CLIA copy number variation analysis using custom microarrays. Work needed also includes Feature Extraction (FE), Report, BCM CNV calls, and Web-based access to cases and database. These tests will allow copy number variation analysis of over 2000 target genes selected by NIAID that cause, or are suspected to cause, immunological diseases. This technique will allow identification of chromosomal abnormalities that may be missed by whole exome sequencing. Approximately 10% of patients undergoing whole exome sequencing may require CNV analysis. Prior analysis has been performed by Baylor Miraca Genetics. To maintain the integrity of on-going research, NIH intends to continue sample analysis with this vendor. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-RML-D-1913881) to Bevin Feutrier at bevin.feutrier@nih.gov, by 5:00 pm eastern standard time Thursday, July 19, 2018. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
