Description
NOTICE OF INTENT TO AWARD SOLE SOURCE The Centers for Disease Control and Prevention (CDC), CDC Division of High Consequence Pathogens and Pathology (DHCPP) intends to award a sole source firm-fixed price lab supply purchase contract to Illumina, Inc. 5200 Illumina Way, San Diego CA 92122-4616. The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The Illumina iSeq 100 System is the only next generation sequencer sized at 1 cubic foot. This reduced size will establish genome sequencing capacity within select agent registered space, and dramatically decrease time to characterize isolates. The illumina-branded reagent kits are the only ones compatible with the illumina iSeq system. Illumina is the only provider of iSeq 100 Systems and the core consumables. Must meet the following speciifcations: • Additional system features of the iSeq ideal for work in a select agent registered • space: • Single instrument performs library denaturation, clonal amplification, • sequencing, and data analysis (eg, base calling, alignment, variant calling, • and reporting) • Instrument footprint requires less than one square foot of benchtop space • No need for dedicated ancillary amplification system or computing/IT • infrastructure • Does not require emulsion PCR • Does not require wash steps • 1 hour hands-on time and 3.5 hours total library prep time with Nextera • DNA Flex • 5 minute hands-on time for instrument run set up • 2.5 hour on-instrument cluster generation • 8.2 hour on-instrument sequencing run (1 × 75 bp read length) • ~2 hour on-instrument analysis for variant reporting • Hands-free, completely automated, on-instrument paired-end sequencing • Supports up to 2 × 150 bp read length • Up to 1.2 Gb of high-quality data passing filter per 2 × 150 bp run • Competitive nucleotide addition with a proprietary reversible terminator technology allows for highly accurate sequencing-even through homopolymeric regions. SBS chemistry is the demonstrated leader in data accuracy • Exceptionally high quality-score distributions at every read length o > 85% of bases with Q-scores > 30 (1 × 36 bp) o > 85% of bases with Q-scores > 30 (1 × 50 bp) o > 80% of bases with Q-scores > 30 (1 × 75 bp) o > 80% of bases with Q-scores > 30 (2 × 100 bp) o > 80% of bases with Q-scores > 30 (2 × 150 bp) Product Code Product Description Quantity 20021533 iSeq 100 i1 Reagent : Kitted reagents for up to 318 cycles of sequencing on the iSeq 100 system. Includes a single cartridge with paired end reagents and an iSeq 100 flow cell. 1 20021534 iSeq 100 i1 Reagent 4 pack : Kitted reagents for up to 318 cycles of sequencing on the iSeq 100 system. Includes 4 cartridges with paired end reagents and 4 iSeq 100 flow cell. 6 20021532 iSeq 100 System : The iSeq 100 System is a low cost, RUO only benchtop next generation sequencer. The system is 1 cubic feet and includes a mounted 10 inch screen. This system also comes equipped with on-board bioinformatics capabilities. The system is self-installable by the customer and does not include installation services. 1 20024466 iSeq 100 Install and System Training : iSeq 100 system install and hands-on instruction to familiarize users with Illumina sequencing technology and the iSeq workflow. This course provides hands-on training in iSeq run set-up and operation, and run monitoring for a max of four trainees. Region Service Leader approval required prior to quoting. 1 20018704 Nextera DNA Flex Library Prep (24 Samples): This component contains necessary reagents to support the preparation of 24 libraries for DNA WGS. SPRI beads included. Index adaptors must be purchased separately. 9 20018707 Nextera TM DNA CD Indexes (24 Indexes, 24 Samples): The kit provides 10 indexes (four of i500s and six of i700 indexes) that together provide 24 dual indexing capability. Indexes are provided in a tube format. Indexes are compatible across all ILMN sequencers. 9 The NAICS code is 334516 Analytical Laboratory Instrument Manufacturing with a size standard of 1,000 employees. No solicitation will be posted to FedBizOpps. We will only issue a solicitation to Illumina, Inc. Illumina, Inc. is the only source available to provide this equipment that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement. All responses must be sent in writing to Ms. Kimberly Golden via email to ixm9@cdc.gov using solicitation number 75D301-18-Q-68744 in the subject line, no later than 10:00 am Eastern Time, July 19, 2018.
