COMBINED SYNOPSIS/SOLICITATION Airborne Electromagnetic Magnetic Survey Covering the San Juan And Silverton Calderas Near Silverton, Co (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number 140G0218Q0137. This solicitation will utilize the policies contained in the Federal Acquisition Regulation (FAR) Part 12 in conjunction with the policies and procedures for solicitation evaluation and award prescribed in FAR Part 13.5, Simplified Acquisition Procedures, as appropriate for this acquisition. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99. (IV) The solicitation is not a set-aside. The North American Industry Classification System (NAICS) code is 541360 (Geophysical Surveying and Mapping Services) and the size standard is $15 million. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s): 1. Line Item No. 00010 ¿ Services, non-personal to provide all plant, equipment, labor and materials (unless otherwise provided herein) necessary for conducting an Airborne Magnetic and Electromagnetic Survey in accordance with the Performance Work Statement, and all terms and conditions contained herein. Quantity: 1,000-line kilometers (km) Unit Price: $ Amount: $ 2. Line Item No. 00020 - Optional ¿add-on ¿ line kilometers for Airborne Magnetic and Electromagnetic Survey to be conducted in accordance with the Performance Work Statement, and all terms and conditions contained herein. Not to Exceed and additional 1,500-line kilometers (km) Quantity: NTE: 1,500-line kilometers Unit Price: $ Amount: $ 3. Line Item No. 00030 ¿ Mobilization/Demobilization for Airborne Magnetic and Electromagnetic Survey to be conducted in accordance with the Performance Work Statement, and all terms and conditions contained herein. Quantity: 1 Job Amount: $ Additional Information Note to Offeror ¿s: 1. Availability of Funds: Funds are not presently available for this contract. The Government ¿s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. 2. Offerors shall include a Dun and Bradstreet number with their quote. 3. Offerors must have an approved or pending registration at https://www.sam.gov/index.html to be eligible for award. The Government reserves the right to award to the next offeror if the offeror does not have an active or pending registration by the date and time specified in Block 13 of the solicitation. (VI) Refer to Attachment 2 ¿ the Performance Work for details. (VII) Period of Performance: The period of performance shall commence on September 1, 2018 through August 31, 2019. Place of Performance: Airborne Electromagnetic and Magnetic Survey of the mineral systems in the San Juan and Silverton caldera complex: San Juan, San Miguel, Hinsdale, and Ouray Counties, near Silverton, Colorado Place of Delivery: U.S. Geological Survey, Geology, Geophysics, and Geochemistry Science Center, MS 964, Building 20, Box 25046, Denver Federal Center, Denver, Colorado 80225. Delivery shall be FOB Destination. (VIII) FAR 52.212-1- Instructions to Offerors - Commercial Items (JAN 2017), applies to this acquisition. ADDENDUM TO CLAUSE 52.212-01(C) The period for acceptance of offers specified in this paragraph, is hereby changed from 30 days to September 30, 2018. (IX) FAR 52.212-2 Evaluation - Commercial Items. (OCT 2014), applies to this acquisition. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: FACTOR A: TECHNICAL CAPABILITY AND APPROACH Offerors must provide a clearly written technical approach plan for data acquisition and data processing procedures. The plan must demonstrate an understanding of the purpose and scope of the project and show that the proposed approach will meet the project objectives defined in the Performance Work Statement contained herein. The plan must describe quality control procedures and measures for airborne electromagnetic (AEM) and aeromagnetic system calibration, flight path location, ground magnetometer and GPS data acquisition, and altimeter data acquisition. Offerors must provide a technical approach plan and must demonstrate that the proposed AEM and aeromagnetic systems are capable of meeting the objectives of the Performance Work Statement and conform to the requested specifications. As part of this plan, the following information must be included in the quotation package: ¿Documentation of AEM frequency or time gate assignments. ¿Documentation of AEM transmitter waveform, turn-off time, and 1st usable time gate (if applicable). ¿Documentation of the depth-sensitivity of the proposed AEM system. ¿Documentation of noise levels for the AEM system, including documentation of field procedures for monitoring system drift and noise levels (ex. high altitude test, repeated test lines). ¿Documentation of calibration procedures for the AEM and magnetic systems. ¿Documentation of proposed magnetic sensor sensitivity. ¿Documentation of GPS, altimeter, and inclinometer sensor sensitivity. ¿Documentation of GPS, altimeter, and inclinometer positioning relative to the airframe or sensor housing. ¿Documentation of heading, lag, and sensor altitude corrections. ¿Documentation of flight video recording equipment and fiducial/time-stamp capability NOTE: Offerors shall discuss in their quotation package, the merits and possible disadvantages of these performance measures as well as any considerations which would require the modification of these performance measures. Offerors shall include a quality control program (QCP) with the quotation package and shall adhere to the QCP while performing the PWS. The QCP shall, at a minimum, meet normal industry standards. The Offerors, as part of QCP, shall adjust and calibrate sensor equipment, and operate the equipment to meet specifications, and maintain the QCP to meet the interpretational procedures applied to the data. Offerors must provide a management plan consistent with the objectives and timelines stated in the Performance Work Statement. As part of this plan, the following information must be included: ¿Documentation of the proposed data acquisition, data processing, and reporting schedule. ¿Acknowledgement of the test line acquisition described in the Performance Work Statement. ¿Documentation of points of contact, personnel roles, and lines of authority. ¿Documentation of the proposed aircraft make/model. ¿Certificates of aircraft worthiness, registration, and liability insurance. ¿Documentation of the safety plan. Any variations from the survey specifications stated in the Performance Work Statement that an offeror feels are justified based on their proposed system and its platform must be documented, and potential impacts of the proposed variations to the final products must be discussed. FACTOR B: EXPERIENCE AND QUALIFICATIONS Offerors shall provide at least one, but no more than three, examples must be presented that illustrate the performance of the proposed AEM and magnetic over similar terrain and in an area of comparable infrastructure density to that described in the Performance Work Statement. The examples must illustrate the ability of the proposed system to image and quantitatively recover subsurface resistivity structure both in the near-surface and at depth as defined within the Performance Work Statement. At a minimum, the examples must show: ¿Maps of inverted resistivity depth slices. ¿Inverted resistivity cross-sections along with a summary of the data fit for inverted results. ¿The comparison of an inverted AEM resistivity model to independent subsurface constraints (e.g., borehole lithology, borehole geophysical logs, ground geophysical data) illustrating the ability of the AEM system to resolve known geologic structure. Offerors must demonstrate the qualifications of personnel, pilots, and any subcontractors who would be assigned to the contract. Resumes must be included showing that project personnel have the appropriate background, education, and experience to complete the work described in the Performance Work Statement. Offerors shall include a Safety Plan with the quotation package. Certificates of airworthiness and registrations for the proposed aircraft shall be included in the quotation package. FACTOR C: PAST PERFORMANCE Offerors shall submit completed Past Performance Questionnaires (PPQs) for a minimum of three (3) similar contracts (in terms of contract size, period of performance, as well as, the variety and level of complexity of services performed) in which it has participated during the past three (3) years. Offeror ¿s shall complete Section A of each PPQ and furnish the PPQ to clients. In turn, the client will evaluate the Offeror by completing Section B and the Questionnaire, and submitting the complete PPQ (Sections A, B, and Questionnaire) to the appropriate personnel designated on the form ON OR BEFORE THE DUE DATE OF THIS SOLICITATION. The Government may consider questionnaires received after the due date of the solicitation but is not obligated to do so. Completed PPQs submitted directly from the Offeror will not be considered for evaluation purposes. The Government intends to confirm receipt of a completed PPQ via email within five (5) business days to the client reference that submitted the PPQ. The Government will not communicate directly with Offerors regarding the status of PPQs being submitted on their behalf. Offerors interested in the status of PPQs submitted on their behalf are to contact their client references directly. Offerors with no record of relevant past performance must submit a signed and dated statement to that effect. In addition, past performance information will be obtained from Past Performance Information Retrieval System (PPIRS). Past performance information will be used in the evaluation of all evaluation factors which it impacts. The Government reserves the right to use information obtained from sources inside and outside the offeror ¿s quotation. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (d) The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror ¿s initial offer should contain the offeror ¿s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussion if later determined by the Contracting Officer to be necessary. Quotation Preparation Instructions (a) Offerors quotation package shall consist of, but is not limited to: All clauses and provisions fill-ins listed in this solicitation (completed as necessary), acknowledgement of any amendments (if applicable), and any information requested in the evaluation factors section above. (b) It is the offeror ¿s responsibility to include the appropriate documentation in its quotation package to allow a complete technical/price evaluation. Failure to submit the appropriate documentation may result in the rejection of the offeror ¿s quotation. (c) Offerors quotation package shall be straightforward and free of extraneous information. Technical quotations shall include information on staffing levels and/or estimated levels of effort, but such data should not include dollar rates or costs. (d) Simply repeating or paraphrasing the specifications or statement of work does not constitute an acceptable technical quotation. Technical quotations must demonstrate how the offeror proposes to meet stated requirements or goals, and that the offeror has the necessary understanding, expertise, facilities, personnel, and experience to successfully accomplish the proposed work. (e) The technical quotation shall contain (1) identifying cover page; (2) table of contents; (3) listing(s) of tables, drawings, and/or exhibits, if any; and (4) a short introduction or summary describing the overall approach, if desired. (f) The main body of the technical quotation must provide sufficient information and detail to allow for a complete technical evaluation on each of the factors listed in 52.212-2 Evaluation - Commercial Items. (OCT 2014) above. As a minimum, the following items shall be included: (1) Detailed discussion of approach and procedures to be followed, items to be provided, and timetable for deliveries/performance. (2) Information on personnel to be assigned to the project, including project management. For "key personnel", include resumes of each individual's relevant education, experience, accomplishments, and other pertinent data. For each person proposed for a "key" position, attach a signed statement of availability for the project from any subcontract employee or prospective employee. For positions/functions not designated as "key", offerors must at least describe skills and capabilities and minimum qualifications that will be required for each position. If specific individuals can be identified, resume information should be provided for non-key personnel as well. Information should be provided on both in-house and subcontract employees, if any. Offerors are cautioned to verify the continued availability of individuals proposed prior to submission of any revised or best and final offer. (3) Corporate experience and capability information. Include information on the organization structure, history of the firm's activities contributing to the development of expertise and capabilities related to this requirement, a presentation on corporate facilities and equipment currently available for use, and a presentation on how this requirement will be managed and directed. When discussing your previous Government and/or private sector projects similar to that proposed, provide sufficient detail to convince evaluators of the relevance of the skills and objectives involved. (4) Past performance information. Offerors shall provide past performance information on above listed projects/contracts, plus all Government contracts performed by offeror's business segment currently or completed or terminated within the past 3 years. Please see Factor C on details. (5) If your quotation contains any interpretations, deviations, or exceptions to the specifications or statement of work, these should be clearly described, along with supporting rationale. Include any deviations from the performance schedule and requirements for submission of reports. Offeror is cautioned that deviation and exceptions to solicitation requirements may be detrimental to the evaluation of the offeror's proposal. If any such exceptions or deviations are made, they must also be identified (along with exceptions from the business or other parts of the proposal) in a summary Statement of Exceptions and Conditions. Basis of Award The award of this requirement shall be made using only the procedures found in FAR part 12 in conjunction with FAR part 13.5. A single award shall be made to the vendor whose quotation, conforming to this RFQ, is determined to be the most advantageous to the government, cost or price and other non-cost or non-price factors listed above. In determining which quotations offers the greatest value or advantage to the Government, overall technical merit will be considered more important than price or cost. The degree of importance of price or cost as an evaluation factor will increase with the degree of equality in the technical merits of the quotations. Between acceptable quotations with a significant difference in technical merit, a determination will be made as to whether the additional technical merit or benefits reflected by a higher priced quotation warrants payment of the additional price or cost. (X) The offeror shall submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (NOV 2017), with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at https://www.sam.gov If an offeror has not completed the annual representations and certifications electronically at SAM, the offeror shall complete only paragraphs (c) through (q) of this provision. (XI) The clause at FAR 52.212-4 - Contract Terms and Conditions - Commercial Items (JAN 2017), applies to this acquisition. Addendum to clause 52.212-4(a): Due to the complex nature of the item(s) being acquired hereunder, and pursuant to FAR 12.402, Clause 52.212-4(a) ¿Inspection/Acceptance ¿ is hereby modified. The Government shall have up to fourteen (14) days after the date of delivery to inspect and accept the item(s) that have been delivered. As a result of the foregoing, the seven (7) day period specified in 5 CFR 1315.4(b)(1)(ii) is hereby changed to the ¿14th ¿ day after the date on which the item(s) is actually delivered ¿. Contractor agrees that due to the complex nature of the items being purchased, the Government requires a period of 14 days for proper inspection. The Government reserves its rights to reject or revoke acceptance of any items which are found to be noncompliant through inspection within a reasonable time thereafter. This provision does not waive or limit the rights otherwise available to the government.
