Description
THIS IS NOT A SOLICITATION. This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. This announcement is based upon the best information available and is subject to future modification. OVERVIEW: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Network Contracting Office (NCO) 15, on behalf of Readjustment Counseling Service (RCS) District 3, has a requirement to obtain All Era Veterans (AEV) Outdoor Recreational Experience Services. It is anticipated that the government will select from services offered that best meets the RCS goals and that multiple firm-fixed-price contracts will be awarded to provide varied types and locations of services. OBJECTIVE: The objective of the recreational experience services is to provide outdoor experience events conducive to building trust and developing peer support for All Era Veterans as a continuum of care to treat the symptoms associated with combat related injuries or other traumatic experiences as outlined by Vet Center eligibility, including those related to behavioral health. These outdoor experiences should provide an affirming and open forum for eligible individuals with a history of symptoms associated with a positive diagnosis of Post-Traumatic Syndrome Disorder (PTSD) and other related trauma issues resulting from service in or in support of operations in combat theaters or areas of hostilities, experiencing a military sexual trauma, or any other Vet Center service eligible veteran issues. The outdoor experience event should assist in the recovery of personal and interpersonal confidence, self-esteem, and trust building relationships as it relates to their re-integration into their community and family with focus on continuum of care. TYPE OF ACTIVITY: -The outdoor experience event will provide an educational environment that allows participants to develop a personal awareness and respect for the natural world. Outdoor experience may include ropes courses, zip-lines, hikes, rock-climbing, canoeing, backpacking, camping, archery, equine events, kayaking, water sports, boating, etc..., but the outdoor experiences provided is not limited to the previously listed events. It is anticipated that 90-95 % of outdoor experience participants will be physically 100% functional but it is expected that a small percentage may require adaptive equipment or assistance at some level for outdoor sport activities. The selected outdoor experience event locations and activities should accommodate ADA participants. The expectation is to conduct the events in an outdoor setting to allow for bonding between participants and to further the recovery process of the participants. Events for all female, all male, and a combination of male and female participation are desired. -The contractor shall provide unique recreational experiences that will meet the goals of the department. For a firm-fixed-price per recreational experience the contractor will furnish all licenses, rents, fees, personnel, equipment, material and supplies required to provide the recreational experience, travel, meals and accommodations. Each experience must take place within Midwest District 3 consisting of the states of Indiana, Michigan, Ohio, Illinois, Minnesota, Wisconsin, Iowa, Kansas, Missouri, Nebraska, North Dakota and South Dakota. The vendor may offer several different types and locations of recreational experiences. The VA will, as a minimum, select and award a different type and location of recreational experience for each of the four (4) seasons of the year. If funds are available additional experiences will be selected for any of the four seasons. Each experience will be scaled for participation by twenty-five (25) attendee plus two (2) VA personnel, both male and female. TRAVEL ARRANGEMENTS: -The contractor will identify the nearest airport to the recreational experience location. On day one (1) of the experience provide scheduled or on-call transportation for attendees from the airport to the experience venue. Provide on-call transportation for attendees who are scheduled to arrive outside of normal pick-up schedule. Provide ADA compliant transportation as required. On day four (4) provide transportation back to the airport via scheduled or on-call service. To commencing in the morning after breakfast. Schedule for each attendee to arrive no-later-than one (1) hour prior to their departure time. -Airline tickets/fares will not be included in the fixed price of the recreational experience. As part of the recreational experience (and included in the price of the recreational experience) the contractor will provide booking services required to reserve commercial transportation for those attendees identified by the VA as requiring those services. The actual transportation charge will be paid by the contractor and will be reimbursed at actual cost upon submission of an itemized invoice that identifies the attendee and the price of the transportation provided. No additional fees for administration or booking will be allowed or reimbursed. MEALS: Meals will be provided to each of the attendees. A selection of meals to accommodate dietary preferences of attendees (contractor to pre-survey attendees to identify their dietary choice and to the maximum extent possible provide meals in conformance with their requirements). The following meals will be required: Day 1 Lunch and Dinner, Day 2 Breakfast, Lunch and Dinner, Day 3 Breakfast, Lunch and Dinner, Day 4 Breakfast. ACCOMODATIONS: The contractor will provide living and sleeping accommodations that will allow for storage of personal affects, relaxation, sleep, restroom and bathing facilities. The accommodations shall provide protection from the seasonal elements and inclement weather. They must be ADA compliant and must be able to accommodate both male and female attendees. VETERANS FIRST CONTRACTING PROGRAM: The Dept. of Veteran s Affairs is dedicated to the Veterans First Contracting Program and encourages any certified Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) capable of furnishing the required services to respond. In accordance with Veterans Affair Acquisition Regulation (VAAR) sections 819.7005 and 819 7006, if a sufficient number of eligible SDVOSB or VOSB firms are identified during market research the acquisition will be set-aside for SDVOSB or VOSB participation. INFORMATION REQUESTED FROM INDUSTRY: Please submit your response (capability statement) in accordance with the following: -No more than 5 pages (excluding transmittal page). Include the name, email address and phone number of the appropriate representative of your company; -Address if your firm has the capability to perform the services listed above; -Address how long it would take from the date of contract award for you to commence furnishing services; -Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone. -If Service- Disabled or Veteran Owned Small Business, is your company and/or partners registered in VA s VetBiz repository? -Mark your response as Proprietary Information if the information is considered business sensitive; -NO MARKETING MATERIALS ARE ALLOWED IN RESPONSE TO THIS RFI. The Government will not review any other information or attachments included, that are in excess of the 5-page limitation.
