- Sources Sought Synopsis Sources Sought - W9124D-18-Q-6665 Marketing Assessment Consulting Services INTRODUCTION: The Mission and Installation Contracting Command (MICC) - Fort Knox, KY is issuing this Sources Sought Synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to provide Marketing Assessment Consulting Services to the Army Marketing and Research Group (AMRG). The contractor must be able to confirm a client base of at least 50 marketing firms, including large national accounts with budgets equal to or above the Army estimated annual budget of $250 Million. The contractor will deliver insights to AMRG that will improve assessments and marketing. Additional tasks include: -Provide ongoing research, practical insight, and actionable advice that focuses on the digital opportunities with the greatest potential to improve marketing results. -Provide research data, tools and expert advice in marketing. -Provide a draft set of strategic goals for AMRG marketing along with KPI list measuring performance in the following areas: Mobile Marketing, Social Marketing, Data-driven Marketing, Multi-channel Marketing, Marketing Technology and Emerging Trends, Customer Experience, Digital Commerce, Content Marketing and Management, Advertising and Marketing Management -Provide unlimited access to online materials to five AMRG license holders as well as unlimited telephonic conversations between the contracted consultants and the five AMRG license holders with the presence of one of two Team Leaders. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND This requirement is for the United States Army Marketing and Research Group, Arlington, VA. This will be a Contract, for a period of coverage estimated from 01 Sep 18- 31 Aug 2019. ELIGIBILITY The applicable NAICS code for this requirement is 541613-Marketing Consulting Services with a Small Business Size Standard of $15.0 M. The Product Service Code PSC) is R410-Support-Professional: Program evaluation/review/development. SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Interested businesses should also submit a client list to confirm a client base of at least 50 marketing firms, including large national accounts with budgets equal to or above the Army estimated annual budget of $250 Million. Documentation should be in bullet format. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Valerie Perry in either Microsoft Word or Portable Document Format (PDF), via email to Valerie.d.perry.civ@mail.mil no later than 12:00 p.m. EST on Monday, 16 July 2018 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. If your organization has the potential capacity to provide the required products, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, FAX number, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition.
