Description
Current Task Order PWS Synopsis: The purpose of this Notice of Information is to state the Government's intent to execute an in-scope modification to OASIS SB Pool 3 task order GS00Q14OADS329 47QFSA18F0005, awarded to QuantiTech, Inc on 11/07/2017, to increase the total Time and Material (T&M) task order ceiling by approximately 40% from its current total estimated value. Background: A substantial and essential requirement which CRAM contends with is the ability to defeat operations of Unmanned Aerial Systems (UAS) by the enemy. The expansion of the CRAM mission, to include Counter UAS (CUAS) capability, was expected from the onset of this task order, although the intensity of that particular CUAS need was not fully understood at the time. During the past nine months especially, CRAM CUAS efforts have substantially increased in intensity and level of effort from what was originally anticipated. The increased efforts range from the deployment of technical experts to theater, where they guide and facilitate employment of CRAM assets, to prolonged and intensive development and testing of new assets which can add to tactical success for deployed forces. The capability to defeat UAS is not identical to the ability to defeat Rockets, Artillery and Mortars (RAM), but it is an extension and further development of the CRAM technology and consistent with the subject original task order Performance Work Statement (PWS), section 2.3.4., among others. The process of CUAS development, which is already underway, is expected to continue to provide solutions that are heavily focused on materiel, but will also add to doctrine and tactics consistent with the original task order PWS. Successful delivery of CRAM products is a result of the continued efforts by the team of contractors working under this OASIS task order. In-Scope Determination: The expansion of the CRAM mission to include CUAS capability is covered by the OASIS task order PWS (current version attached). The PWS is explicit with respect to the needs for capability modifications and enhancements to counter a wide range of potential threats. The PWS used for the CRAM task order utilized generalized language and non-specific descriptions of the threat target set which would be encountered in view of the uncertainty about the intent and capability of enemy operations. As such, there are not expected to be any changes needed to the performance requirements of the PWS as a result of this modification. The resulting task order ceiling increase corresponds to the increased CUAS efforts. After careful consideration, it is the Senior Contracting Officer's judgment that the proposed modification would have been anticipated by the vendor community considering the original solicitation and would not have altered the competitive environment or the position of the offerors' bid/no-bid decision had this ceiling increase been known. Accordingly, a task order modification (presently anticipated to be 009) will be executed at the closing of this notice to increase the total T&M task order ceiling by approximately 40% from its current total estimated value.
