Description
The DOL's Wage and Hour Division (the Division) directs and coordinates the determination of prevailing wage rates under the Davis-Bacon and related Acts and the Service Contract Act. This mandate involves a nationwide program of data collection, analysis, and research related to wage determination activities. Through its National and Regional Office network, and various contracts with agencies such as the Bureau of Labor Statistics and the U. S. Census Bureau, the Division develops data on prevailing wage rates for occupations in the construction and service industries for local areas across the country. In addition, the Division is responsible for administering some of the Nation's most comprehensive labor laws, including the minimum wage, overtime, and child labor provisions of the Fair Labor Standards Act; the Family and Medical Leave Act; the Migrant and Seasonal Agricultural Worker Protection Act; and worker protections provided in several Temporary visa programs 1.0 OBJECTIVES The contractor shall furnish the U.S. Department of Labor, hereafter referred to as the Government, with data on construction projects located in the continental United States which would satisfy the Government's demand for information to conduct Davis-Bacon Wage Determination Surveys, sample surveys, conformance surveys and AD-Hoc agency initiative reporting. Description of Services/Products/Deliverables A. The contractor shall furnish the Government with a subscription to construction data known as the Dodge Construction Potentials (DCP): (1) Collect the data from its regional offices throughout the United States. (2) Compile the data and furnish it to the Government electronically. (3) Furnish and prepare for delivery, at no additional charge, a summary print­ out of the data by state and county. (4) The DCP shall report construction contract awards in the continental forty nine states and Washington, D.C., with the Contractor's state and county codes match able by state and county. (5) The data to be reported, with respect to each of the construction contract awards, shall include any or all of the following data as customarily furnished by the Contractor to its subscribers. A. State and county codes B. Dodge project code C. NAA classification code. D. Ownership code E. Planner code F. Builder Code G. Framing code H. Number of stories I. Number dwelling units. J. Floor area in hundreds of square feet K. Valuation in thousands of dollars. L. Month and year of input. M. Dodge district number. N. Dodge report number. 0. Adjustment date and entry type (both at original month of entry). P. Zip Code, if applicable. B. The contractor shall furnish the Government with all Projects Listings: (1) The listings shall include non-residential, residential, and non-building projects. (2) The listings shall be alphabetical order and transmitted electronically. C. The contractor shall provide the Government and/or ERG (the Government's agent) with a subscription that permits the Government and/or ERG (the Government's agent) to access the past five years of issue of the Dodge Reports prepared by the Contractor. This five year period shall be a moving period over the life of this contract, in that is shall begin five years prior to the effective date of this contract and end five years prior to the last day of this contract. The Reports to which the Government and/or ERG(the Government's agent) will have access shall: (1) Be in hardcopy or electronic; (2) Cover all nonresidential, residential, and engineering (heavy construction) projects at the start stage in the continental United States, and which exceed $2,000.00 in value. These projects shall include new construction, additions, alterations, and renovations; (3) Include, when available, the names, addresses, and telephone numbers of the owners, architects, engineers, bidders, general contractors, and subcontractors associated with the projects being reported on; (4) Describe the projects being reported on; and (5) Include the unique Dodge Report number for each project. These numbers shall correspond with the Dodge Report numbers in the DCP for the same projects. D. The contractor shall furnish the Government, via ERG (the Government's agent), with a subscription to Dodge Reports that have been specifically identified and ordered by ERG (the Government's agent) and which have been prepared by the Contractor over the five year period identified in Section C. of the statement of work. (1) ERG (the Government's agent) will submit orders to the Contractor electronically. Each transmission shall contain the following information for each project: F.W. Dodge identification number, project code, start date, value, type of construction, Dodge district code, state, county, and the file ID number. Included with these orders will be the names and addresses of the parties to which the Contractor is to send the Dodge Reports. (2) Upon receipt of an order from ERG (the Government's agent), the Contractor shall, prepare for processing those Dodge Reports ordered by ERG (the Government's agent). (3) The Contractor shall validate the data within the order to ensure data accuracy. (4) The Contractor shall deliver the order to ERG (the Government's agent) within ten (10) business days of the order being requested. E. The Contractor shall make deliveries in accordance with Section 1.3.7 of the statement of work. F. The Contractor shall provide the Government with a subscription to its Platinum Network, an online database service through which the most current Dodge Report information is made available.
