Description
This is a notice of intent that the government anticipates to solicit, negotiate and award a Firm-Fixed Price (FFP) an Indefinite Delivery Requirements 5-Year contract (Basic Ordering Period + 4 Ordering periods) to acquire repair services for the currently fielded AN/ALR-20(A) Line Replaceable Unit (LRU); ALR-20 Panoramic Indicator, National Stock Number (NSN) 5895-01-508-3157EW / Part Number 139700-03, used on the B-52H aircraft used by Air Force Global Strike Command (AFGSC). The ALR-20 Countermeasures Receiving Set is an Airborne Tuned Radio Frequency (TRF) receiver and provides a panoramic display of select bands of the radio frequency spectrum for observation and evaluation by the Electronic Warfare Officer. This effort is a FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Harris Corporation (CAGE 24930). NSN 5895-01-508-3157EW will be repaired with a total estimated quantity of 200 each over the five ordering periods. The applicable North American Classification System(NAICS) code is 811219 (Other Electronic and Precision Repair and Maintenance) with the Small Business Size Standard 0f 20.5 Million dollars. SOLICITATION WILL BE ISSUED 15 DAYS OR THEREAFTER FROM THIS NOTICE. However, Interested Party or Person(s), responsible sources may identify their interest and capability to respond to the requirement or submit a proposal(s), which will be considered. This notice of intent is not a request for competitive proposals. All proposals received within the 30 days after issuance of solicitation, or 45 days of this synopsis will be considered. OMBUDSMAN: All potential offeror(s) should contact the buyer/PCO identified above for additional information and/or to communicate concerns, if any, concerning this acquisition. If the contracting officer does not satisfy your concerns, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. When appropriate, potential offeror(s) may contact Ombudsman Tom Eller at 478-222- 1088.
