Description

This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source contract (base and 4 option years, for period or performance of 11-1-2018 to 10-31-2023) to the following contractor for General Electric (GE) Anesthesia Equipment Maintenance at VA Nebraska Western Iowa Health Care System, Omaha VA Medical Center (VAMC), 4101 Woolworth Avenue, Omaha, NE 68105-1850: Datex-Ohmeda dba GE Healthcare Bioscience Bioprocess 3030 Ohmeda Drive Madison, WI 53718-6704 DUNS: 129501685 This is done under authority of FAR Subpart 13.5 in accordance with 41 U.S.C. 1901. This is not a request for competitive quotes. Market research revealed that GE Healthcare Bioscience Bioprocess has proprietary rights over its own equipment and is the only authorized vendor for servicing its own equipment. GE Healthcare Bioscience Bioprocess is the only source capable of meeting this requirement and has proprietary rights to maintaining its own equipment. GE Healthcare Bioscience Bioprocess does not have authorized resellers, dealers, or distributors to maintain its proprietary equipment. Furthermore, service by a third party would invalidate any warranties or service agreements for GE Healthcare Bioscience Bioprocess proprietary equipment. The equipment and computer software is a highly specialized system that is proprietary to GE Healthcare Bioscience Bioprocess and only factory authorized representatives have access to the software and updates to maintain this equipment. This equipment is approved for sale by the U.S. Food and Drug Administration for medical use and must be maintained with original equipment manufacturer parts by qualified service personnel, which can solely be provided by GE Healthcare Bioscience Bioprocess. The North American Industry Classification System (NAICS) code for this service is 339112 (Surgical and Medical Instrument Manufacturing) and the Product Service Code (PSC) is J065 (Maintenance and Repair of Medical, Dental, and Veterinary). While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement, including documentation from the proprietary rights holder GE Healthcare Bioscience Bioprocess that such vendor could provide this service as an authorized dealer or third party. All responsible sources may submit a capability statement and this supporting documentation by 10:00am Central Standard Time (CST), 8-10-2018, which shall be considered by the agency, by e-mailing such statement and supporting documentation to Doug Reed, Contracting Officer, at douglas.reed3@va.gov.
