Description
Enterprise Ground Service (EGS) Data EXploitation (DEX) Service Capability Description dated April 13, 2018 Enterprise Ground Services (EGS) will provide services across a broad scope of AFSPC/SMC ground activities and includes a data exploitation (DEX) service. DEX is a cloud-based platform for data analytics. It stores data from EGS resources (satellite, antennae, data center, etc.) and applies advanced analytics, including big data analysis techniques, to extract the maximum operational value from real-time data streams and stored data. DEX delivers timely, accurate, and actionable information to commanders, operators, analysts, and stakeholders for planning, conducting and assessing space operations. These analytical capabilities allow DEX to recognize the context of anomalous behavior to reduce the frequency of false alerts, identify anomalous behavior not detectable by existing limits-based methods, and enable autonomous satellite operations. DEX will provide operators with situational awareness and alert operators of abnormal behavior in real-time. EGS has developed a prototype Data Exploitation Service (DEX) with the following capabilities and characteristics: • Capability to ingest live streamed space asset data (e.g. space vehicle telemetry) and to store that data in the space asset's native data format • RESTful Query Service Application Programming Interface (API) that allows external clients to request stored historical space asset data using a JSON-based search criteria specification • RESTful Event Notification Service API that allows external clients to register to be asynchronously notified when specified criteria are met (e.g., a parameter value reaches a defined threshold) in live streamed space asset data • RESTful Streaming Service API that allows external clients to subscribe for live streams of space asset data. Stream registration also includes ability to specify a subset of space asset data fields streamed to external client A. The Government has deployed the EGS DEX prototype onto a private cloud platform in the Space Management Battle Laboratory (SMBL). This prototype service is compliant with EGS Ground Reference Architecture (GRA) and uses the Goddard Mission Services Evolution Center (GMSEC) Software Development Kit (SDK) to acquire space and ground asset data and to interface with other EGS GRA-compliant services. Clients can interface with DEX using its defined RESTful service APIs. Client software applications interacting with DEX will be hosted on dedicated development/integration physical workstations or virtual machines pre-configured to securely interface with DEX and the private cloud platform. Alternatively, there may be the opportunity for client software applications to be hosted directly on the private cloud platform itself. B. To help SMC assess the suitability of the initial standard set of software applications in the EGS infrastructure, the Government requests a review by industry of the documentation set that accompanies this RFI. Need Summary C. The Government requests industry ideas and suggestions on the EGS DEX Service. Industry respondents should provide a white paper including: a. Actionable comments and suggestions to improve the documentation set and facilitate with the integration of data exploitation products into DEX b. Recommendations for core architecture and design to enhance DEX capabilities and performance c. Recommendations for cyber defense that are above and beyond what is required for standard IA accreditation d. Suggestions for changes that could potentially reduce costs to the Government e. Specific impacts to your Company and its ability to deliver data exploitation applications for integration into EGS/DEX i. Would this have a cost or other impact when proposing the use of your standard products? ii. Would it in any other way limit your company's participation in EGS data exploitation procurements? Please be specific. D. EGS requests interested sources to respond to this RFI. Please be advised this is a Request for Information (RFI) by the Government. The Government will neither award a contract solely on the basis of this synopsis nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. In addition, the Government is not obligated to use company suggestions, comments, methods or capabilities in any subsequent acquisition the Government chooses to perform. This synopsis does not constitute a Request for Quotation (RFQ), Request for Proposal (RFP), or an Invitation for Bid (IFB), nor does it restrict the Government's acquisition approach. Instructions for submittals are provided below. E. The Government will use the information gathered in the RFI to help improve the documentation set (see Attachment entitled Enterprise Ground Service (EGS) Data EXploitation (DEX) Service Capabilitiy Description dated 13 April 2018). The documentation will be revised based on input received. An industry day is being planned to further present the architecture and other relevant information. The facility location and date of the industry day are forthcoming in a future announcement. Industry is invited to participate in this event and load their data into the DEX system to demonstrate its streaming and batch data analytic capabilities. Submission of a white paper will make the industry day viable for both parties. However, failure to respond to the RFI does not preclude participation in the forthcoming industry day. Subsequent to this RFI another RFI will be released that will request capabilities be provided for demonstration at SMBL. Responses from small businesses and small, disadvantaged business firms are highly encouraged. The applicable small business size standard is 1,000 employees. Firms responding should indicate if they are a small business, a socially and/or economically disadvantaged business, 8(a) firm, historically black college, and/or minority institution. Response Classification & Submission Instructions F. Respondents should provide a non-proprietary response to this RFI if possible. Respondents shall provide an unclassified response to this RFI. Any classified response will be returned unread. All responses must be signed, then scanned, and then submitted by email in Microsoft Word or PDF format. The Government may not accept company literature or marketing materials. Responses are limited to ten (10) pages (8.5" x 11") in length, and font size should not be smaller than 12 pt font. Please use the space available to provide sound systems engineering inputs that satisfy the Government's objectives and requests. The Government will not consider pages in excess of this limitation. G. In order to review RFI responses, PROPRIETARY information may be given to Federally Funded Research and Development Center (FFRDC) and/or Systems Engineering and Integration (SE&I) contractors working for the Government. Non-government support contractors listed below may be involved in the review of any responses submitted. These may include but are not limited to: The Aerospace Corporation (FFRDC) PO Box 92957 Los Angeles, CA 90009-2957 Each of these contractors are contractually prohibited from disclosing such information outside the performance of their Government contract. If respondent takes exception to this, respondents must explicitly state so in their response. The Government requests respondents deliver one (1) electronic soft copy no later than 13 August 2018. Electronic copies should be in either PDF format or Microsoft Word format. All communication associated with this RFI shall be directed to the Government Contracting Office via email.
