- This is a Request for Information Only; it is not a request for quotations or offers. This procurement requirement is to determine whether any small business can provide can provide these services listed below: Network-9 Contracting Office on the behalf of the James H. Quillen VA Medical Center, Corner of Lamont & Veterans Way, Mountain Home, Tennessee, has developed this Request for Information (RFI)/Sources Sought Notice to solicit market research information from industry to assist the Government with analysis of a Government requirement and provide commercial insight on performance-based solutions, best practices, possible contractual arrangements, and potential issues. This RFI is to determine the availability of Small Business (preferably Service-Disabled and/or Veteran-Owned Owned) entities within the Mountain Home area. NAICS Code: 541430 Graphic Design Services Size Standard: $7.5M THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication that Network-9 Contracting Office (NCO-9) will contract for the items contained in the RFI / Sources Sought Notice. This RFI/Sources Sought Notice is part of a Government market research effort to determine the scope of industry capabilities and interest, in accordance with Federal Acquisition Regulation (FAR) Part 15.201(e), response to this RFI / Sources Sought Notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI / Sources Sought Notice are strictly voluntary and are consider as information only. The Government will not pay respondents for information provided in response to this RFI / Sources Sought Notice. Responses to this RFI / Sources Sought Notice will not be returned and respondents will not be notified of the result of the review. If a solicitation is issued, it will be announced a later date, and all interested parties must respond to that solicitation announcement separately from any response to this announcement. This RFI / Sources Sought Notice do not restrict the Government s acquisition on a future solicitation. Network-9 Contracting Office (NCO-9) and The James H. Quillen VA Medical Center (JHQVAMC) installed wayfinding and patient education monitors throughout the main hospital complex to enhance the patient and visitor experience while at the medical center. These monitors are programed to display not only wayfinding maps at pivotal decision points, but they will also stream video content specific to the area in which the monitor is located. Multiple renovations and department moves have occurred since 2014 and a successful wayfinding program continues to be a struggle as there is currently no signage contract in place to make updates as these moves occur. To address this problem, the facility has completed phase I of the digital wayfinding plan with the installation of 52 monitors throughout the main complex. One objective of this project is to provide visitors and patients with an easy to read guide with accurate map renderings of the campus. These guides will coordinate with the information that is displayed on the monitors with the added benefit that allows visitors to access this same information directly from the Mountain Home Veterans Affairs internet website. STATEMENT OF WORK: SCOPE OF WORK: A.3 SCOPE OF WORK Vendor shall provide turn-key services for the full activation and implementation of a digital wayfinding system as outlined in work requirements. These services include, but are not limited to, site visits, design development, digital and print facility maps, and post-sales support. B.1 WORK REQUIREMENTS Sales Support, Planning & Design Pre- and Post-Sales Support The Contractor shall provide continual and timely pre-and post-sales support, which includes, but is not limited to: Single Point of Contact: Vendor will designate a specific customer service representative, further referred to as CSR, to manage the customer service role locally Local Customer Service: Available from local dealer, a service team on-hand to answer any questions regarding product and service requests already awarded Design Development, Communication, & Scope of Services Vendor will provide Design Services, Quotation and Project Management: CSR will coordinate drawings, renderings, material selections, quotation, installation and phasing schedules as directed by James H. Quillen VA Medical Center s Interior Designer Vendor shall provide a team of wayfinding experts to aid in the program development Drawings and quotations will be labeled appropriately by Building number(s), Facility Address, & Project Name Drawings will identify parking lots, entrances, department and clinic locations, elevator locations, and other locations as identified by wayfinding board members Schedules & Communications Vendor shall provide a timeline schedule to the COR in Microsoft Project format at initial site walkthrough Vendor shall participate in four, on hour monthly conference calls, with date and times mutually agreed upon. Vendor shall provide alternate contact methods, providing at a minimum, vendor s mobile number and an alternate contact person with office number and mobile number Vendor and COR shall respond to e-mail, voice messages, text messages or postal messages as soon as possible within a reasonable time frame. Aerial Photographs Aerial photographs will be taken by vendor s photographer. Specific date to be mutually agreed upon and weather conditions must be clear to enable good photography while flying multiple altitudes around the perimeter of the campus. A CD containing all high-resolution images become the property of the James H. Quillen VA Medical Center. These images are to be delivered to the project COR. Interactive & Digital Maps Vendor shall provide an interactive web-based directory file that will deliver real-time turn by turn directions to the selected department, building, room, or clinic. Features of the Desktop Interactive will include: Interactive 3-D rendering and floor plans Identifies for the patients and visitors the best entrance and parking areas base on their destination Route markers through the hospital, showing patients how to get to their requested destination Specialty service information, static pictures, videos and hyper links Roll-overs that display instant information for department or location (2) Interactive Touch Screen Kiosks 42 touchscreen 16 Gauge Galvanized Steel 8.5 Thermal Printer Point A to Point B Navigation Print Literature Vendor creates layout, design and development of a 12+ page full color booklet. Layout options include an attractive cover design incorporating the medical center photograph or a grouping of photos depicting various hospital scenes and activities. Exterior 3-D rendering of hospital campus, including parking areas, hospital entrances, etc. Interior floor plans depicting primary destinations (with location text labels) and wayfinding features (corridors, elevators, stairwells, vending, restrooms, telephones, etc.) Alphabetical listing of primary and secondary location/services Ancillary hospital/visitor information (visiting hours, smoking/cell phone policy, parking information, cafeteria/gift shop hours, etc.) James H. Quillen VA Medical Center vicinity map depicting interstate highways, major and secondary roads, thoroughfares, prominent landmarks, hospital clinics, etc. Prints Printing shall be on 80 # Endurance Silk Text Site Visits Vendor to conduct pre-site visit to assess best way finding approach Vendor to meet with appropriate medical center staff during a medical center visit and review mapping conditions. James H. Quillen VA Medical Center will deliver required floor plans, to vendor, two weeks prior to site visit Vendor, during on-site visit, will obtain visitors badge from security office Template Files Template formatted as a high-resolution PDF becomes the property of the James H. Quillen VAMC and must be delivered to COR within 30 days of proof acceptance by the VAMC project board. Vendor retains copy of illustrator file(s). Interactive maps shall be 3-D campus rendering in form of an individual flash electronic file. Capability to include pictures, video and textural information MARKET SURVEY: 1.
