Description
This is a Sources Sought announcement and is for information/market research purposes only. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT ANNOUNCEMENT. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any information requests. Respondents will not be notified of the results of the evaluation. The USDA, Pacific Southwest Region 5 is planning to solicit to remove Ficus carica from Trabuco and Holy Jim Canyons on the Trabuco Ranger District of the Cleveland National Forest. Work under this contract will treat approximately 10 acres of a larger edible fig infestation while testing various methods of herbicide treatment and biomass removal. The goal is to determine the most efficient and effective workflow for removing edible fig in this setting. The contractor will provide a crew of five individuals and one supervisor to conduct eradication activities. The crew will be "on-call" to work the amount of days ordered under the contract over two seasons (Sept. 15th - Oct. 31st 2018 and 2019). The Cleveland National Forest will be ordering a fixed quantity of "days" of labor. The days of labor will be for a five person crew plus one supervisor for eight hour work days with transportation, tools and chemicals provided by the contractor. Removal efforts will involve a mix of methods. Some areas will utilize a cut-stump treatment; cutting individuals to near ground level and applying herbicide to the stumps. Follow up treatments will involve foliar applications to re-sprouts in the second year. Other areas will receive a basal bark application, with a retreatment in the second year for individuals that remain alive in the second year. Cutting will involve the use of chainsaws and hand tools. Herbicide applications will be conducted using backpack sprayers. Removal of biomass will also utilize a mix of methods to determine which method provides the most efficient workflow, while also minimizing visual impacts and riparian area recovery. Some cut material will be hauled to an appropriate green waste facility. Some of the material will be green material from the cut stump treatments and some will be cuts of dead material from basal bark applications in the second year. A chipper will be used on some material to determine if this improves efficiency. Some chips may be spread on site to determine rate of decomposition. All removal efforts will be recorded with a GPS and field notes. Herbicide use logs detailing daily chemical applications will be provided to the US Forest Service. The type of set-aside decision to be issued will depend upon the capabilities of the responses to this sources sought announcement. The purpose of this Sources Sought announcement is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB) and Economically Disadvantage Woman-Owned Small Business. The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUB Zone, EDWOSB and SDVOSB are highly encouraged to participate. Firm's response to this Sources Sought Announcement shall be limited to five (5) pages and shall include the following information: 1. Vendor name, address, point of contact, phone number, and email address. 2. Vendor's interest in submitting a proposal when the requirement is synopsized. 3. Vendor's capability to provide similar/same type of work. Provide at least three (3) examples. 4. Firm's Business Size (include DUNS #) 5. Firm's Joint Venture (existing), including Mentor Protégés and teaming arrangement information is acceptable.
