RFI 36C26218Q9642 SOURCES SOUGHT The Department of Veterans Affairs, Network Contracting Office (NCO) 22, 4811 Airport Plaza Drive, 6th Floor, Long Beach, California 90815 is conducting a market research on the availability of Service Disabled Veteran Owned Small Business (SDVOSB) to provide a brand only quote for item referenced below. NAICS: 339115 Ophthalmic Goods Manufacturing, Small Business Size: 1000 employees. Interested SDVOSB shall provide Company s Name, Dun and Brad Street no., contact information (email and telephone no.) for this market research. Once the information is submitted; the Contracting Officer shall verify that the interested party is a certified SDVOSB in www.vetbiz.gov and firm s registration in www.SAM.gov. SDVOSB can either provide a quote as a SDVOSB holder of a VA Federal Supply Schedule (VA FSS) or as a 100% SDVOSB set aside. Please be advised that this is not a solicitation. A solicitation will be issued at a later date. If the market research is inconclusive, the solicitation shall be issued as a full and open competition procurement. Please read the Gray Market Items provision provided below. ITEM NUMBER DESCRIPTION OF SUPPLIES/SERVICES QTY UNIT 0001 CORNEAL TOPOGRAPHY SYSTEM: TOPCON CA-800 and TOPOGRAPHER OPERATIONS MANUALS INCLUDED LOCAL STOCK NUMBER: TOTOCA800. System shall be compliant with VA information security and VA Encryption mechanism compatible; System can only store information locally; Equipment must be less than 345W x 480H x 5400 (mm) Must weigh less than 17Kg. Minimal measurable pupil diameter 2 mm PD measurement range 20 mm to 85 mm Power supply must be 100-240V AC 2.00 EA FEIGHT AND SHIPPING: FBO DESTINATION Delivery to: VA Long Beach Healthcare System, 5901 East 7th Street, Long Beach, CA 90822 DELIVERY: 15 DAYS AFTER RECEIPT OF A VALID ORDER (ARO) GREY MARKET ITEMS (a) Gray market items are Original Equipment Manufacturer s (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers.   No remanufactures or gray market items will be acceptable.   (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM.   All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract.   Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to  replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.
