Description
Request for Sources Sought This is a sources sought announcement only for informational and planning purposes and does not constitute a Request for Proposal (RFP). It is a survey to locate potential sources. It is not to be construed as a commitment by the Government to issue a contract nor is it a guarantee of a forthcoming solicitation or contract. It is market research only. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this announcement, all costs associated with responding to this sources sought will be solely at the interested parties' expense. Respondents are responsible for adequately marking proprietary information in their response. No basis or claim against the Government shall arise as a result of a response to this announcement or Government use of any information provided. Respondents will not be notified of its results. Not responding to this sources sought announcement does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of any potential offeror to monitor FedBizOpps for additional information pertaining to this requirement. The Government is seeking interested contractors to provide Engineering Services (ES) in support of the production of M299 Legacy Launchers; M299 Legacy Launcher Electronic Assemblies; M299 Legacy Launcher Rail Assemblies; M299 Legacy Launcher Upper Wiring Harness Assemblies; and Engineering Service Hours. ES includes investigation, inspection, analysis, test, and evaluation of the launcher or spare hardware or software as needed. The performance of engineering services requires detailed familiarity with the design and related specifications. While the Government owns the legacy launcher PBS, it is essential that the contractor be very familiar with all aspects of the M299 launcher design, the legacy launcher PBS MIS-52351, MIS-45535 (Launcher performance specification), MIS-44273 (launcher to HELLFIRE interface control document), MIS-ICD-58352 (Launcher to JAGM interface control document), and MIS-ICD 56599 (platform to launcher interface control document) in order for them to provide the quality of engineering services that is required. Request that interested sources provide the following: 1) Submit a brief capability statement package (no more than ten (10), 8.5x11 inch pages with font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical description. 2) Documentation should be in bullet format. No phone or email questions in regard to the status of this requirement will be accepted prior to the release of an RFP. If your organization has the potential capacity to provide the required products/systems, please provide the following information: 1. Organization name, address, primary points of contact (POCs) and their email address, FAX, website address, telephone number, and type of ownership for the organization. 2. Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Proprietary information is neither solicited nor prohibited; however, if submitted, it should be appropriately marked. Please limit formal responses to no more than 10 pages. All responses shall be submitted via email to Lisa Hodo-Payne, Contract Specialist, at lisa.a.hodopayne.civ@mail.mil. Responses must be received no later than 15 calendar days after the original posting of this request. No telephone or facsimile submissions will be accepted. All material submitted in response to this Request for Information (RFI) must be unclassified and properly marked. Responses will not be returned nor considered by the Government as offers.
