Description
REQUEST FOR INFORMATION AND REQUEST FOR SOURCES CONCERNING: UNDERGROUND STORM SHELTER AND INSTALLATION at Pea Ridge National Military Park, Garfield, Arkansas. THIS IS NOT A REQUEST FOR QUOTES. This is a Request for Information and Sources ONLY, and NOT a pre-solicitation notice OR a Request for Quotes. Pursuant to FAR Part 10 - Market Research, and FAR Part 11 - Describing Agency Needs, this request is posted to learn of additional information the Government should consider when drafting their requirement specifications for soliciting the purchase and installation of an underground storm shelter, and/or to determine the availability of sources who are interested and capable of providing and performing this effort at Pea Ridge National Military Park located in Garfield, Arkansas. The Park is currently drafting a specifications document and preparing a Request for Quotes that will be posted in the near future. It is the Government's objective to provide thorough and unambiguous specifications for this requirement to interested sources. Therefore; the Park is asking for input from the marketplace and from interested sources as to what the Government should consider when developing the specifications. In other words, what technical information is relevant and should be considered for inclusion in the specifications document in order for interested sources to submit a sound firm-fixed price quote once the solicitation is issued. The Park has limited technical knowledge for this effort; however, describes below some of the elements that it has gathered thus far for its requirement. DESCRIPTION: Underground Storm Shelter and Installation at Pea Ridge National Military Park, Garfield, Arkansas (1)Composite: Reinforced steel, preferred. (2)Capacity: Minimum of 13 persons, Maximum of approximately 20 persons. (3)Rating: Meets or exceeds FEMA Rating (4)Placement: To be placed underground inside Building (in Break Room - see attached photos). (a)Removal of vinyl flooring to expose concrete subfloor will be done by Park personnel. (b)Contractor will dry cut concrete slab and excavate to necessary dimensions needed for installation of shelter to manufacturer's specifications. Mini excavator may be able to be used. (c)Storm shelter access is to be flushmounted with floor. (d)Access doors are to be weightbearing to withstand normal foot traffic and the placement of chairs and tables. (e)Entry access to breakroom is 72" wide x 79" high. (f)Mounted breakroom fixtures will remain in place during installation (i.e. cabinets, wall panels, lights, etc...) (g)Waterline below slab is approximately 9 feet from doorway running north to south (right to left). See blue line on attached 3rd photo. (h)Contractor will be responsible for removal of all excavation debris and materials. (5)Delivery of Storm Shelter: 30 calendar days from the date of contract award. Installation: No more than 5 calendar days Total: No more than 40 calendar days from the date of contract award. END OF DESCRIPTION This Request is neither a request for quotes nor a solicitation for offers. Responses to this Request cannot be accepted by the Government to form a binding contract but may be used to develop the specifications for a binding contract. Please be advised the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated will be solely at the responding party's expense. All submissions become property of the Government and will not be returned. Responses should also contain the following: (1)Respondent's Company Name, Address, Point of Contact, E-mail Address, Phone Number (2)DUNS Number (if registered in SAM - System for Award Management at www.sam.gov) (3)Your capability to provide and install underground storm shelter. (4)All proprietary information that is not to be disseminated in follow-on Government documents must be clearly identified in the Respondent's response. Your questions and input for consideration for inclusion in the specifications document would be greatly appreciated and should be sent to the Contracting Officer for this effort at kathryn_logsdon@nps.gov no later than 4:30 p.m. central time on Friday, July 20, 2018. It is the responsibility of the interested parties to monitor the FedBizOpps and FedConnect websites for additional information which may be posted pertaining to this RFI, or an associated RFQ or RFP if this requirement is solicited in the future. Since this is a Request for Information and Sources, its results will not be issued to the respondents; however, the specification information gathered will be considered for incorporation into a future Request for Quote.
