- This is a SOURCES SOUGHT NOTICE ONLY. This SOURCE SOUGHT NOTICE is for the purpose of Market Research. Response to this notice will be used for information and planning purposes. No proposals or quotes are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS or QUOTES and NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall NOT be construed as solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Responses to this notice is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The Network Contracting Office (NCO) 16 is seeking preferably Service Disabled Veteran Owned Small Businesses or Small Businesses (but will accept other than small business for market research purposes), capable of providing two ScanLan Vascular Tunneling Systems, brand name only, for Medical Service at the Gulf Coast Veterans Health Care System, located at 400 Veterans Avenue, Biloxi, MS 39531-2410. See DRAFT Statement of Work for detailed description of Supplies. The NAICS code is 339950 Sign Manufacturing and the Size Standard is 500 Employees. Contracting Officer s Representative (COR). Name: Sarah Hoskins Section: GCVHCS Engineering Address: 400 Veterans Ave, Biloxi, MS 39531 2. Contract Title: ELECTRONIC WAYFINDING. 3. Background: The Gulf Coast Veterans Health Care System (GCVHCS) requires improved wayfinding as part of Patient Centered Care Improvement in the medical facilities. This scope of work will be performed at the VA Gulf Coast Healthcare System, 400 Veterans Ave, Biloxi, MS 39531. 4. Scope. Vendor will provide all labor and materials to design an electronic file for a 8 page booklet for the purpose of way finding at the Gulf Coast Veterans Health Care System, Biloxi, Mississippi and the Joint Ambulatory Care Center, Pensacola, Florida. The vendor will also provide a web based interactive desktop and mobile version of the maps. Vendor will include a 1-year service agreement. The proposal shall include the following: A site-visit to meet with appropriate medical center staff, conduct a facility walk-through, field verify mapping conditions and review collected materials. Aerial photography of the hospital campus photos will be used as reference for the 3-D campus rendering (all associated prints/enlargement will become the property of the Gulf Coast Veterans Health Care System at the completion of the project). Layout, design and development of full color visitor facility maps as indicated below in Deliverables. Graphic design work will follow guidelines in: VA Tier 1 Graphic Standards: Foundation for Brand Maintenance and Evolution. Four (4) electronic proofs of the Visitor Guide for review and revisions. Bidder to indicate hourly rate for additional design work beyond the four (4) proofs. 5. Deliverables: The 8-page booklet Visitor Guide will include: Attractive cover design (typically, the cover design incorporates a medical center photo or a grouping of photos depicting various hospital scenes and activities). Exterior 3-D rendering of hospital campus, including buildings, parking areas, hospital entrances, and site entrances etc. Buildings and Parking lots will also be numbered on this map. Minimum (7) interior floor plans depicting primary destinations (with location text labels) and way finding features (corridors, elevators, stairwells, vending, restrooms, etc). Alphabetical listing of primary and secondary location/services keyed to the building numbers indicating the floor of the service (where applicable). Ancillary hospital/visitor information (visiting hours, smoking/cell phone policy, parking information, cafeteria/gift shop hours, etc.). A vicinity map depicting interstate highways, major and secondary thoroughfares, prominent landmarks, the Biloxi VA Medical Center hospital and the JACC clinic in Pensacola, FL. The deliverable end product will be a digital, printable, file provided in various vector and raster formats (.pdf,.jpeg,.ai). The intended output size will be 8 X 11. The GCVHCS shall maintain all rights to print and distribute the Visitor Guide. Printing of 5,000 8-page booklets on 80# matte text stock (ideal for accepting high-lighter marking) Printing of 10,000 8-1/2 X 11 Tear Off Campus Maps. Shipping of maps to one hospital location. A web based interactive desktop/mobile map will include: Both a traditional web site and a site optimized for use on mobile devices (android/ iphone). Interactive 3-D rendering of hospital and floor plans. Features showing patients and visitors the best entrance and parking areas based on their destination. Providing route markers through the hospital, showing patients how to get to their requested destination. Incorporating specialty service information, static pictures, videos and hyperlinks. Use roll-overs to display instant information for a department or location. Yearly maintenance agreement: All digital products contracted for in this solicitation will reside on a server not associated GCVHCS. All digital products will be accessed through the web utilizing Fire Fox, Chrome, Internet Explorer 9 and above and other HTML5 compatible browser. These products will not access patient data/or the use of any health information management systems within GCVHCS. Approved edits to the interactive and hard copy maps shall be uploaded within 24 hours. Budget 10 working hours per year for edits to the interactive and hard copy maps. Indicate hourly billing rate for edits that exceed the 10 hours provided above in this contract. Indicate the yearly maintenance agreement cost as a separate line item in the proposal. One year of maintenance is to be provided as part of this contract. Indicate how many years the maintenance agreement pricing will be honored at the rates provided in this solicitation. In support of this contracted effort GCVHCS will provide: Current floor plans of the hospital/areas to be used as the basis of design for maps to be included in the Visitor Guide in.dwg and/or.pdf formats. Current campus site plan in.dwg and/or.pdf to be used as the basis of design for maps to be included in the Visitor Guide. Ancillary information/copy in an electronic word processing format. Digital images of VA logos and seals will be provided to the vendor for their use on this contract, they are not to be recreated independently.
