This is a SOURCES SOUGHT NOTICE ONLY. This SOURCE SOUGHT NOTICE is for the purpose of Market Research. Response to this notice will be used for information and planning purposes. No proposals or quotes are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS or QUOTES and NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall NOT be construed as solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Responses to this notice is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The Network Contracting Office (NCO) 16 is seeking preferably Service Disabled Veteran Owned Small Businesses, or Small Businesses (but will accept other than small business for market research purposes), capable of providing Patient Controlled Analgesia (PCA) Pumps, brand name only, for Pharmacy Service at the Veterans Health Care System of the Ozarks located at 1100 N. College Avenue, Fayetteville, AR 72703. See DRAFT Statement of Work for detailed description of Supplies. The NAICS code is 339112  Surgical and Medical Instrument Manufacturing and the Size Standard is 1,000 Employees. Responses must be received by no later than 12:00 p.m. Central Time, Friday, July 13, 2018. Responses shall be emailed to rene.impey@va.gov. Contracting Officer s Representative (COR). Name: James Duncan Section: Pharmacy Service Address: 1100 N. College Ave., Fayetteville, AR 72703 2. Contract Title: Purchase Patient Controlled Analgesia (PCA) Pumps. 3. Background: There is currently a national shortage of controlled substances used for pain medication by the IV route. As part of routine care at the Veterans Health Care System of the Ozarks, we utilize patient controlled analgesia (PCA) pumps to administer pain medication intravenously in two primary areas, Palliative Care Unit, and Intensive Care Unit. To date, we use our primary IV pump system with attachable PCA pump modules for PCA administration. These modules will work with relatively few versions of PCA syringes. With the national shortage of these type pain medications, our sources for sterile re-packaging of these products are no longer able to provide supply to our facility. Pharmaceutical companies continue to manufacture medications for PCA administration in other syringe versions that are compatible with different PCA pumps. 4. Scope. To purchase three (3) PCA pumps that are compatible with the original manufacturer packaged syringe product available to us direct from our Pharmaceutical Prime Vendor (McKesson Wholesale). 5. Specifications/Characteristics: The specific products these pumps are required to accept are manufactured by Hospira Worldwide. Compatible product syringes must include: Morphine 1mg/ml 30ml PCA Syringe by Hospira Worldwide NDC: 000409-2029-02; Morphine 5mg/ml 30ml PCA Syringe by Hospira Worldwide NDC: 000409-6028-04; Meperidine 10mg/ml 30ml PCA Syringe by Hospira Worldwide NDC: 00409-6030-04. Pump specific requirements: Integrated barcode reader for confirming drug concentration; Full electronic health record interoperability; Wireless capability; Remote view infusion information possibility; On-pump programming and confirmation interface; Rechargeable on-board battery with at least 3 hours of continuous operation; Battery recharge to 80% in 16 hours; 105-130 Volt power requirement; Pump will operate on AC power when battery is discharged or charging; System alarms: Empty syringe, door open, infuser paused, low battery, dead battery, bar-code not read, check settings, occlusion, check syringe, check vial, check injector, pendant fault, decimal point not allowed, check PCA infuser set to relieve pressure, malfunction; Lockout interval range 5 to 120 minutes in 1-minute increments; Max infusion pressure 45 psig. Vendor will provide all materials as listed above with delivery to the facility, along with specified training. Dimensions (approximate): 8 Wide X 13 Height X 6 Deep; 10 lbs., including battery. 6. Training: Training included for 1-day of on-site training for end users. 7. Delivery: On or about August 15, 2018. Deliver to: Veterans Health Care System of the Ozarks ATTN: Warehouse 1100 N. College Avenue Fayetteville, AR 72703 8. Contractor Requirement Setup and delivery of specified pumps above with on-site training as indicated.
