- Defense Logistics Agency (DLA) Disposition Acquisitions Directorate anticipates issuing a solicitation for the removal, destruction and disposal of Aqueous Film-Forming Foam (AFFF) related wastes, including AFFF concentrates, rinsates, contaminated water and solids. Removals will be performed at various Department of Defense (DOD) and Department of Homeland Security (DHS) military installations throughout the Continental United States (CONUS). The requirement consists of one thirty-month base period followed by one thirty-month option period for a total contract life of 5 years. The AFFF will be disposed of via incineration. The intent is to award three separate contracts representing East, West and Mid-America regions. The locations for each region are as follows: EAST is comprised of locations in Alabama, Connecticut, Delaware, Florida, Georgia, Illinois, Indiana, Kentucky, Maine, Maryland, Massachusetts, Michigan, Mississippi, New Hampshire, New Jersey, New York, North Carolina, Ohio, Pennsylvania, Rhode Island, South Carolina, Tennessee, Vermont, Virginia, West Virginia, and Wisconsin. WEST is comprised of locations in Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming. MID-AMERICA is comprised of locations in Arkansas, Iowa, Kansas, Louisiana, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma, South Dakota, and Texas. This procurement will be solicited on a full and open basis with the inclusion of the clause FAR 52.219-4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns. The North American Industry Classification System (NAICS) code for this acquisition is 562211, and the size standard is $38,500,000.00. The anticipated performance start date for this Indefinite Delivery Indefinite Quantity (IDIQ) contract is 31 August 2018 and is for a 30 month base period and one 30 month option period, for a possible 5 year contract. A solicitation is intended to be made available on FBO.gov on or about 13 July 2017. No hardcopies of this solicitation will be issued.
