Subject: Sources Sought: Tainter Gate Chains Set-Aside code: NA Response Date (archive date): 07/11/2018 Description: The U.S. Army Corps of Engineers (USACE), St. Paul, Minnesota District is seeking sources capable of providing tainter gate hoist chains. A total of 30 chains are required. The 30 individual chain lengths will be of standard commercial quality manufactured as non-calibrated chain and shipped as 15 matched pairs. 1.25" matched pairs will be supplied with shackles. One 1.5" matched pair will be supplied with oval master links, pear-shaped master links, and pinned gate connections. Two 1.5" matched pairs will be supplied with oval master links, pear shaped master links, and bolted gate connections. The existing tainter gate design parameters dictate strict compliance to the size and strength requirements of the welded steel alloy link chain. Manufacturing of the chain shall be performed by a Contractor that has been normally and regularly engaged in manufacture of steel alloy chain over the preceding 10 years. Submit manufacturer's qualifications showing evidence and years of experience for the manufacturer. Identify any certifications, standards, and/or professional organizations the manufacturer complies with or is a member of. The Contractor will be responsible for the performance of all quality assurance inspection and test requirements specified herein and in the applicable publications. All shop testing shall take place within the continental United States. The Contractor shall submit for approval, within 45 calendar days after the contract award, a testing plan consisting of a description of the proposed test setup and proposed test procedures: this information must be submitted prior to the construction of the proposed test setup. The submittal shall include the location of all instrumentation and the points of their connections. When necessary for clarity, a sketch of the instruments or instrument arrangements shall be presented. The testing plan shall also describe the safety measures that will be taken during testing. The following parts are required: All chain shall meet the requirements of Grade 80 alloy steel chain as specified in ASTM A391. The final steel alloy chain product will be used for hoisting water control tainter gates and must be manufactured as matched pairs within 0.25” in length of each other. The matched pairs, master link(s), and test specimens will be integrally-forged and machine-welded from the same certified material lot of alloy steel. Fabrication of the chain within the dimensional tolerances shown on the enclosed sketches located at the end of this section are critical due to the nature of the proposed applications and will be continually monitored every 10 feet of length for conformance. After welding, the final assembled alloy steel chain product will be heat treated through quenching and tempering according to ASTM A391. Shackles will be manufactured in accordance with Federal Specification RR-C-271F, type IVA, class 3 Anchor Shackle, grade B. All shackle products will be from the same shackle lot and of the size and quantity listed in the table below. Each pinned gate connection shall consist of two 1" plates of grade 8 tempered alloy steel as defined in ASTM A514/A514M and two 2.25" pins of grade 630-H925 stainless steel as defined in ASTM A564/A564M. Proof, ductility, and breaking test results demonstrating each pinned gate connection meets the requirements listed in the table below shall be submitted for compliance verification and acceptance. Proof, ductility, and breaking test results demonstrating each bolted gate connection meets the requirements listed in the table below shall be submitted for compliance verification and acceptance. Bolted Gate Connection for LD4 & LD5 Quantity Minimum Proof-Load lb (kN) Minimum Break-Load lb (kN) 4 200,000 (890) 300,000 (1,335) Coating All products made of alloy steel, which includes all chain, shackles, and pinned gate connection plates, shall be coated for corrosion resistance using the Contractor’s standard corrosion resistant product, subject to approval by the Government. The contractor shall submit the proposed coating system (to include common uses, paint formulations and method of application) for Government approval a minimum of 30 calendar days prior to the actual coating of all products. If no other coating is found acceptable, the Contractor will coat the specified products with black coal-tar epoxy paint and submit a certification that the paint formulation and method of application meet the requirements of SSPC Paint 16 for Formula C-200a. The contractor will coat and prepare the chain for shipment only after all tests have been completed and conformance of the chain products to these specifications has been ascertained. The contractor will remove all mill-scale, debris, and oil from all products prior to coating. Information submitted will be used in determining the appropriate acquisition strategy. It is your responsibility to provide adequate detailed information for the Government to determine, without doubt, that your firm is capable of providing the required products. In order for your response to this sources sought to be considered, you must provide all of the following: 1) A capability statement expressing your firm’s interest in this requirement, describing your company and its capability to provide the products in the time required. With the capability statement, provide information on whether your firm is the manufacturer of the parts you can deliver. If your firm is not the manufacturer, provide information regarding the manufacturer of the parts including the place of manufacture. 2) A statement of your firm’s business size and type with regards to the NAICS code listed above. If your firm falls into one of the sub-category small businesses, e.g. HUBZone or Service Disabled Veteran Owned, please provide that information as well. 3) CAGE Code and DUNS number (for your firm and any potential subcontractors or partners).
