- SOLE SOURCE JUSTIFICATION FOR ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD In accordance with Federal Acquisition Regulation 13.106-1(b)(1)(i) and CFPB-COO-Proc-02-2017, Contract and Legal Reviews - Policy and Procedures, I hereby determine that the ServiceNow training listed on requisition CFP-20430-18-0002 is available from only one source, and competition is precluded for the reasons indicated below. There are no substitutes. This acquisition is restricted to the following source: Company: ServiceNow, Inc. Company Address: 8045 Leesburg Pike Suite 300 Vienna, VA 22182 Company Point of Contact and Phone Number: Rick Welther; 571-389-8072 The ServiceNow training is estimated not to exceed $59,812.75 and is required to be performed from date of award for 12 months. The Bureau will be implementing a new service management system to replace Remedyforce starting in the fall of 2018. Specific training of ServiceNow's platform, IT Service Management, and Hardware Asset Management applications is required to prepare staff for engagement with the vendor implementation team, for planning and deploying new capabilities, and administering and maintaining the new system. Without training, engagement with the vendor implementation team, decision making, and administration of the system will be difficult due to lack of product knowledge. Specific characteristics of the ServiceNow Training that limit the availability to a sole source are ServiceNow is the only vendor that provides training for all three (3) courses (ServiceNow Fundamentals, ITSM Fundamentals, and Hardware Asset Management Fundamentals). This is the only vendor that provides a specific ITSM training course geared towards capabilities within the entire package. Other vendors only provide general training of individual components that are in ITSM (fragmented). Also, no other vendor provides hardware asset management training. A search in Google for "ServiceNow hardware asset management training" returned only one result (out of 49 results) called "hardware Asset Management Fundamentals" and is conducted by ServiceNow, Inc. The material or service must be compatible in all aspects (form, fit, and function) with existing systems. The Bureau is implementing the Service Now, Inc. Platform for IT service management and asset management. Service Now, Inc. is the only vendor that provides training on their platform; therefore their service is the only one compatible.
