- Notice of Intent for Sole Source Award - Procure a Plasma Chemical Vapor Deposition (PCVD) System equipment components required for life cycle replacement and risk mitigation spares for existing PCVD System 1 and PCVD System 2 located at the Fleet Readiness Center Southeast facilities, Naval Air Station Jacksonville, Florida SOLE SOURCE ANNOUNCEMENT 1. Introduction U.S. Army Corps of Engineers, Jacksonville District intends to award a sole source contract to Oerlikon Metco (US) Inc. 1101 Prospect Ave Westbury, NY, 11590-2724 2. Description of Supply Items to procure include Plasma Chemical Vapor Deposition (PCVD) System equipment components required for life cycle replacement and risk mitigation spares for existing PCVD System 1 (Booths 2 & 3) and PCVD System 2 (Booths 6 & 7) located at the Fleet Readiness Center Southeast facilities, Naval Air Station Jacksonville. Each of these systems consists of two environmentally isolated booths. One booth contains the PCVD spray/air venting equipment and the second booth protects the operators and contains power supplies, controls, etc. necessary to operate the PCVD processes. These PCVD systems were initially installed in the FRCSE shop facilities and connected to the various existing facility services to include the facility wide air pollutant exhaust handling unit as complete systems. The NAICS code is 332117 -- Powder Metallurgy Part Manufacturing 3. Authority DFARS 206.302-1, Only One Responsible Source 4. Reason for Sole Source (a) Background: The installation of Sulzer Metco components is essential to meet the Government's requirements in order for the project to result in complete and operationally integrated PCVD systems located in Building 794. These systems are required to apply mission critical coatings to military aircraft parts. This action requires the specification of brand name equipment (Sulzer Metco). If life cycle replacement / risk mitigation spare equipment components from another manufacturer were to be utilized in PCVD Systems 1 & 2, extensive replacement of existing system components that are in good working order would be required in order to maintain overall systems operability. This would result in an excessive duplication of cost to the Government due to the replacement of components that are in good working order so that components from another manufacturer could be used. (b) Justification: The scope of the proposed supply action is to lifecycle replace and install risk mitigation spare equipment components for portions of existing systems 1 & 2. If new components from another brand of products with similar functions were introduced, much, if not all, of the existing viable system components would have to be replaced due to non-compatibility. In addition, modifying components of another brand to ensure compatibility with the existing systems would require major unnecessary costs to research the feasibility of mixing parts from different manufacturers as typically manufacturers use proprietary architecture, software, etc. In the event that research determines feasibility exists, additional costs would be incurred to integrate the off-brand components into the existing infrastructure. Lastly, attempting modification and integration of off-brand components would void warranties on the new equipment and lead to unnecessary future repair costs as there would be no warranty to cover repairs. The Government would lose the benefit of having a manufacturer's warranty. 5. No solicitation package will be issued. This Notice of Intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 PM Eastern Time on July 23, 2018. Inquiries will only be accepted via email to jesse.lugo@usace.army.mil. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
