- Notice of Intent to Sole Source - Advertisement of Recruitment for Medical Officer in The New England Journal of Medicine The Food and Drug Administration (FDA) intends to award a Sole Source firm-fixed price purchase order to the New England Journal of Medicine (NEJM), at 860 Winter Street, Waltham, MA 02451, in accordance with the authority under FAR Part 13.106-1(b)(1)(i). This procurement is being conducted under simplified acquisitions procedures in accordance with FAR Parts 12 and 13. The NAICS code is 511120 - Periodical Publishers. FDA's Center for Biologics Evaluation and Research (CBER), Office of Tissues and Advance Therapies (OTAT) has a requirement to advertise for highly qualified Medical Officers through NEJM. New England Journal of Medicine (NEJM) is a leading medical journal and website that delivers high-quality, peer-reviewed research and interactive clinical content to physicians, educators, and the global medical community, making it the most widely read, cited, and influential general medical periodical in the world. NEJM has a Journal Impact Factor of 72.406 (2016 Journal Citation Reports, Clarivate Analytics, 2017), which is the highest ranking of any research journal. Extensive market research was conducted to include reviewing industry publications (peer-reviewed journals) and contacting other Government customers to identify sources known to them for companies/organizations that provide the required services. Based on this research and previous advertisements through a variety of sources including scientific and medical journals, the number of candidates derived from advertisements in NEJM has far exceeded the number of candidates obtained through other recruitment sources. This level of global impact supports for the need to utilize NEJM as a resource when recruiting to fill critical Physician and Medical Officer positions. To the Government's knowledge, no other sources can sell advertising space in the New England Journal of Medicine. For these reasons, an award to the New England Journal of Medicine is intended. This notice is not a request for competitive quotes. However, any party that believes it is capable of meeting the requirements as stated herein may submit a written response, i.e. capability statement, which clearly supports and demonstrates its ability to perform the requirements. Any response shall be received by the response date and time of this notice. Any response shall undergo review to determine if it can meet the requirements. A determination by the Government not to compete this proposed contract based upon a response to this notice is solely within the discretion of the Government.
