Description
Annual Boiler Maintenance PWS 1. BASIC SERVICES. The contractor shall provide all management, tools, supplies, parts, equipment, travel, and labor necessary to perform annual maintenance on the boilers (4) in the Central Utilities Plant located at Schriever Air Force Base (SAFB), CO 80912. This maintenance should occur once every calendar year, for 5 calendar years. The maintenance should be accomplished every summer season to ensure it is accomplished yearly. 1.1. CENTRAL PLANT BOILER. Annual maintenance on boilers. The contractor shall: 1) Remove, inspect and clean Burner Assembly 2) Remove, inspect and clean Ignition/Pilot Assembly 3) Access, inspect and clean fire side of heat exchanger 4) Remove, inspect, test and clean condensate system 5) Access, inspect, clean and test combustion air and screens 6) Access, inspect, clean and test chimney system 7) Remove, inspect and clean blowers and fans 8) Inspect and record electrical supply and test for ground faults 9) Inspect and record gas supply 10) Test and record room conditions 11) Test and record fill/feed water chemistry 12) Test and record water leveling components 13) test and record all safety components 14) Test and record amperage on pumps and valves 15) Test and record parameters of Temperature Controller, Flame Safeguard, Modulating/Stage controls and the Boiler Sequencer (if applicable) 16) Use Combustion Analyzer to test, monitor and adjust the combustion process 17) Test and record water side Delta-T and flow rates. All maintenance will be performed In Accordance With the manufacturer's (Burnham Boilers) current recommendations and specifications. All work will be performed by certified boiler technicians. To ensure quality assurance and safety, both boilers will be started, brought up to normal operating temperature to check for proper fit and leakage once the repairs have been made. The Period of Performance (PoP) will be 30 days ADC. 1.1.2 BOILER SPECIFICATIONS. The boilers were manufactured by Burnham Inc., Model 3P-400, installed in 2012, 400 Horsepower at 3.3M BTUs per hour-15,000 lbs/hr Boilers are duel-fuel and have the ability to run off of natural gas or diesel fuel. 1.1.3 SAFETY AND HEALTH STANDARDS. The contractor shall comply with the provisions of the Occupational Safety and Health Standards Act (OSHA) as well as, all state and local laws, regulations, and directives concerning entry requirements in confined spaces, handling potential hazardous substances, and disposal of hazardous materials. 1.1.4 NORMAL OPERATING HOURS. Access to building 600 is limited to 0630 Hours - 1600 Hours, Monday - Friday except Federal Holidays 1.5 RECOGNIZED HOLIDAYS: The contractor shall not provide service on Federal holidays, except in emergency situations; the holidays are: New Year's Day - 1 January Martin Luther King Day - 3rd Monday in January Washington's Birthday - 3rd Monday in February Memorial Day - last Monday in May Independence Day - 4 July Labor Day - 1st Monday in September Columbus Day - 2nd Monday in October Veteran's Day - 11 November Thanksgiving Day - 4th Thursday in November Christmas Day - 25 December If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the contractor will be responsible for rescheduling services for the first day past the holiday observance. 1.6 SECURITY REQUIREMENTS 1.6.1. COMPLIANCE: The contractor shall comply with all SAFB security requirements. SAFB is a controlled/restricted area and special security procedures are utilized to deter espionage, sabotage, and theft of Air Force resources. The Contractor shall be responsible for security of his work areas in cooperation with all 50 Security Forces policies and procedures. All contractor personnel must have legal United States residency and work authorization status. 1.6.2. VEHICLE PASSES: All vehicles attempting to gain access to SAFB must be available for inspection. Large commercial vehicles will present themselves at the SAFB West Entry Gate for inspection prior to gaining access to SAFB. 1.6.5. VERIFY IDENTITY BEFORE ENTRY: 50th SFS personnel will verify the identity and entry authorization of each Contractor employee and vehicle, and may conduct a search of any baggage, articles, or vehicles on SAFB. 1.6.6. VISITOR BADGES: Contractor employees requiring entry, but not requiring unescorted entry, will be issued a visitor badge and will be under direct surveillance, at all times, by a government employee possessing a restricted/controlled area badge with escort authority. Contractor employees entering SAFB will obtain their visitor badge from the 50th SFS at the West Entrapment. The visitor badge will be returned to SFS at the West Entrapment each time the Contractor departs the SAFB controlled area. While within the SAFB controlled area, Contractor personnel will display the visitor badge on their outer garment above the waist and shall remain at all times within view of the escort official. 1.6.7. REPORTING LOST BADGES: The Contractor shall immediately report the occurrence of lost badge(s) to the Quality Assurance Evaluator (QAE), who will in turn report the loss to 50th SFS. If the QAE is not available, the loss shall be reported directly to 50th SFS within 8 hours of loss. Replacement badge will not be issued until reporting procedures are satisfactorily resolved by the 50th SFS. 1.7 WORK SITE COORDINATION/SITE ACCESS. SAFB is a secure facility. Access to the base can be time consuming; therefore, the Contractor should schedule for possible delays. There are access restrictions to SAFB, including the high security section regulated as a Restricted Area (RA). 1.8 WORK SITE MAINTENANCE. The Contractor shall maintain the work site to prevent the spread of contaminates, provide for the safety of all individuals in the vicinity of the work site, and prevent the release of any contaminates into the environment. The Contractor shall keep the work area free from accumulated waste and non-essential hazardous materials. The Contractor shall remove non-essential equipment from the work site when not in use. The work site shall be maintained to present an orderly appearance and to maximize work efficiency. After completing the work, the Contractor shall remove from the work premises any trash, tools, equipment, and materials that are not the property of the government. 1.8.1 SOLID WASTE: The contractor shall dispose of all non-recoverable construction/demolition and related solid wastes, garbage, and refuse at an off-site solid waste disposal facility possessing the appropriate Federal, State, City, or County Certificate of Designation meeting all federal, state, local requirements. No waste or materials shall be left on the installation after completion of any project under this contract. 1.9 Work Site Conditions 1.9.1 Maintain a safe and healthful working environment for all Contractor personnel and must ensure conformance with standards developed under US Public Law 91-596, the OSHA of 1970, and State Occupational Safety and Health (OSH) Standards, American National Standards Institute (ANSI), and National Fire Protection Association (NFPA) standards. If a conflict occurs, the Contractor shall apply the more stringent standard. 1.9.2 Report all lost time mishaps involving any person sustaining injury or illness resulting from Contractor operations and all mishaps involving Government property or equipment damaged by the Contractor to the Base Safety Office, the 50th CES and CO no later than the end of the next duty day. If the mishap includes damage to Government property or equipment, the report and subsequent investigation is governed by the Base Safety Office. 1.9.3 Inform the QAE of any identified safety hazards which expose personnel to possible injury, illness, or any possible damage to Government equipment or property.
