Description
This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All businesses, regardless of size, that are capable of providing these items are invited to respond to this announcement and submit a capability statement for consideration. Capability statements received will be reviewed to determine a firm ¿s previous experience performing similar work, as well as their technical, administrative, management and financial capability. The capability statements will be reviewed and used to determine an appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy. Proposed Project: The Bureau of Reclamation, Lower Colorado Region (Reclamation) has a requirement for bilingual (English and Spanish with Southwest dialect) interpretative panels for the Arizona Heritage Trail, Colorado River Greenway Heritage Park and Trails near Laughlin, NV, as well as at the Reclamation Administrative Building located in Boulder City, NV. Below is a brief description of the tasks: -Design, illustrate, fabricate, and deliver bilingual (English and Spanish with Southwest dialect) interpretive panels and wayfinding signage that are used to interpret information about managing facilities, programs, and activities. -Design, fabricate, and deliver interpretive panels and frames/mounting systems to Reclamation that follow the Principles of Universal Design and accessibility. Create 39 unique design bilingual interpretive panels and creating 20 bilingual wayfinding panels along the Arizona Heritage Trail. A total of 71 interpretative panels (39 designs and 32 copies) and 20 wayfinding panels will be produced for a total of 90 panels. Most of the panels will be designed and fabricated to contain a blend of text, graphics and photos for the purpose of interpreting the themes and objectives. The products must have a 10 year warranty for delamination. Capability Statement/Package Interested sources are welcome to submit a capability statement package, no more than 10 pages, to include the following information: 1. Experience in performing the following types of work: -Interpretative Planning -Inspecting and evaluating panels and signs -Subject research -Copy writing and editing -Illustration development -Graphic design development -Map development and revisions -Photo research -Preparation of elevations, designs, construction specifications, and construction drawings -Designing and fabricating on bilingual interpretive panels and wayfinding signs -Framing/mounting systems for interpretive panels -Development of panels with material that are durable and perform well in the extreme heat/outdoor environments. 2. Recent bilingual experience doing this type of work or work similar in scope and complexity 3. Provide a list of relevant projects (projects of similar size, scope and complexity of the anticipated project are considered relevant), either Government or commercial, performed within the last 3-5 years, with a brief description of the project, contract number, project title, dollar amount, timeliness of performance, and customer satisfaction. Include the customer ¿s name, address, phone number, email address, and points of contact with phone numbers. Indicate whether or not you were the prime contractor, and if you were a subcontractor, provide the name and point of contact information for the prime contractor. Include the percentage of self-performed work, how the work was accomplished and the performance rating for the work. 4. Provide your business name, Dun & Bradstreet Number, address, point of contact, phone number and email address. 5. Provide your business size & type: 8(a), HubZone, Service Disabled Veteran, Women-Owned, Small Business or Large Business, etc. Information provided by industry in response to this announcement is voluntary. The Government will not pay for any information submitted in response to this sources sought notice. The applicable North American Industry Classification (NAIC) Code is 541430 Graphic Design Services with a small business size standard of $7.5M. Interested sources shall submit their capability statement on or before 2:00 pm local time, July 16, 2018.
