- Attachment 7 - Contract Pricing Table Attachment 6 - Sample Task Order Pricing Attachment 5 - Agency Challenge/Oral Presentation Attachment 4 - Small Business Participation Commitment Document Attachment 3 - Past Performance Relevancy Questionnaire Attachment 2 - PWS for Sample Task Order 2 Attachment 1 - PWS for Sample Task Order 1 Solicitation No. H9821018R0004 The Defense Human Resources Activity (DHRA), on behalf of the Joint Advertising, Market Research and Studies (JAMRS) program of the Office of People Analytics (OPA), issues this solicitation using full and open procedures in accordance with (IAW) FAR Subpart 6.1, which will result in a contract award utilizing negotiated procedures IAW FAR Part 15. CONTRACT TYPE: Single Award Firm Fixed Price (FFP), Indefinite Delivery Indefinite Delivery (IDIQ) Contract. PERIOD OF PERFORMANCE: The anticipated period of performance is for a 5-year base period and one 1-year option period. FUNDING: Funding to this action is not currently available. This action is being synopsized subject to the availability of funds IAW 52.232-18, Availability of Funds and 52.232-19, Availability of Funds for the Next Fiscal Year. DESCRIPTION OF SUPPLIES/SERVICES: This requirement encompasses a full range of marketing, corporate branding and communications (including advertising, direct marketing, database marketing, interactive marketing, public relations, and planning/research) services that complements and supports each of the Military Services' (i.e. Army, Marine Corps, Navy, Air Force, Coast Guard, and their Active, Guard and Reserve components) recruiting and retention programs. The contractor shall provide all necessary personnel, management, materials, administrative and technical services to meet the requirements specified under individual task orders. The JAMRS program supports the marketing, advertising and market-research needs of the Office of the Under Secretary of Defense for Personnel & Readiness (OUSD/P&R). JAMRS maintains the nation's largest database of recruitment-aged youth names and contact information. The largest operational programs run by JAMRS are the Recruitment and Survey Database, and Joint Leads systems.
