- The General Services Administration, Public Building Service, Region 7, is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to replace two (2) 200 ton chillers and chilled water pumps. Upon completion of the project, the chillers shall be connected to the common building chilled and condenser water loops and the Building Automation System (BAS). The Place of Performance is at the Federal Office Building 200 East Wall St. Midland, Texas 79701. The Contractor will have 45 days to complete the work after the equipment arrives on site. All work shall be completed within 240 calendar days of Limited Notice of Proceed. The chiller requirements are as follows: New Chiller Requirements: Provide and install two (2) each 188 ton nominal capacity two compressor water cooled chillers with factory supplied evaporator/condenser marine water box and insulation option 1.5 inch. Installation shall be/have but not limited to: 1.1.1.1 Magnetic bearing Frictionless Centrifugal Chillers 1.1.1.2 Oil free, magnetic bearing, magnetic high-speed variable speed centrifugal compressor(s). 1.1.1.3 460 volts, 3 phase 1.1.1.4 Compressor suction and discharge isolation valves. 1.1.1.5 Step-less capacity control using multi-compressors, inlet guide vanes, and internal variable speed drives. 1.1.1.6 R134A refrigerant. Cleanable flooded evaporator providing low temperature approach and built to ASME standard. 1.1.1.7 Water cooled cleanable shell and tube condenser built to ASME standard. 1.1.1.8 Marine water boxes on condenser and evaporator and insulation option 1.5 inch. 1.1.1.9 High resolution electronic expansion valve(s). 1.1.1.10 1.5" minimum closed cell insulation to prevent external condensation. 1.1.1.11 Advanced Control System including integrated communication with compressor for precise capacity control and operational safeties. 1.1.1.12 12" color graphical interface with panel mounted touch-screen. 1.1.1.13 BACnet MS/TP interface between the chiller and the BAS. 1.1.1.14 Single point electrical entry. 1.1.1.15 Full refrigerant charge. 1.1.1.16 Knock-down kit for chiller determined by successful bidder 1.1.1.17 Chilled water: IFM - Thermal Dispersion Switch 1.1.1.18 Condenser water: IFM - Thermal Dispersion Switch 1.1.1.19 Dual pressure relief valves on evaporator and condenser 1.1.1.20 Factory startup by a certified startup technician (certification must be supplied) 1.1.1.21 5-year full chiller parts and labor warranty (including compressors and entire chiller) 1.1.1.22 5-year refrigerant warranty 1.1.1.23 Factory installed epoxy coating on the condenser tube sheets, marine water boxes and end plates. 1.1.1.24 One chiller shall be replaced and be fully operational for two days before the replacement of the second chiller begins. The delivery and removal of the chiller(s) shall occur on the weekend to reduce impact to the building's occupants during crane operation. And chilled water/condenser water outage required for this project shall be accomplished after hours or on the weekend. Any cost associated with using the O&M's staff to support after hour work shall be included in the pricing proposal. 1.1.1.25 The chillers will operate in a lead/lag configuration. They will alternate weekly on Tuesday 2 A.M. If the lead chiller fails to start and the chilled water supply temperature reaches 3 deg. F (adjustable) above the chilled water set point, the lag chiller shall start. The lead/lag shall have a manual override on the chiller BAS graphics page. See Exhibit A for Sequence Of Operations (SOO). The applicable North American Industry Classification System (NAICS) code to be assigned to this procurement is 238220; the associated small business size standard is 15 million. The magnitude for this project is between $500,000 and $1,000,000. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred associated to this request for capability information. If your organization has the potential capacity to perform these contract services, please provide the following information: (1) A complete and current record of your registration within the System for Award Management, located at https://www.sam.gov/. The record shall include your DUNS number, organization name, address, contact name, email address, web site address, telephone number, type of organization, and small business type(s). (2) A capability statement supporting claims of organizational and staff capability to perform the tasks listed in the "Project Description" paragraph above. (3) In order to demonstrate successful experience as a General Construction (GC) Contractor and/or as Plumbing, Heating, and Air Conditioning contractor, please provide at least three but no more than five similar cooling tower removal and installation projects (3,000 ton or larger) substantially completed within the past five years from the issuance of this Sources Sought utilizing Attachment A. Detailed summaries that clearly demonstrate how the characteristics of the projects relate to the characteristics of this proposed project shall be provided. The total project construction cost at award of the similar projects must not be less than $500,000.00. GSA requests that potential sources only submit the minimum information necessary. The result of this market research will contribute to determining the method of procurement, including type of small business set-aside. NO LARGE businesses need to respond to this notice. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. However, GSA may contact sources to gather additional information as required. Submission Instructions: Interested parties, excluding large businesses, who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 2:00 PM (CDT), Wednesday, July 12, 2018.
