Description
UPDATE: THIS HAS CHANGED FROM A SOURCES SOUGHT TO A PRE-SOLICITATION Description: The Naval Air Systems Command, Lakehurst, NJ intends to negotiate on a non-competitive basis with ViaSat, Inc. for Mobile Blue Force Tracking 2 (BFT2) Satellite Communications (SATCOM) transceivers. The equipment will deploy to areas faced with a wide range of potential threats: direct attack, sabotage, chemical warfare, biological warfare, electronic counter measures, and espionage. The requested BFT2 SATCOM mobile transceivers are a part of the Mounted Family of Computer Systems which is a key component in the Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance, which allow Special Operations Forces to securely transmit Position Location Information during combat missions. The BFT2 SATCOM mobile transceivers provide tactical users the ability to increase their situational awareness, send tactical messages, report enemy positions, and prevent blue-on-blue fratricide. The BFT2 SATCOM mobile transceivers must meet both electrical and physical requirements for the Family of Special Operations Vehicles (FOSOV) program. The FOSOV program requires a solution that maintains the same form, fit and function as those already integrated and fielded to maintain commonality, interoperability and sustainability. The Government intends to procure these parts under the authority of FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed to the Contract Specialist, Mr. Michael Miller at Michael.t.miller7@navy.mil. Responses to this notice must be submitted by 20 July 2018. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
