Description
This is a SOURCES SOUGHT request for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine the following: The interest and capability of service disabled veteran owned small business and veteran owned small business; Whether the business source is a manufacturer or authorized distributor, verified by an authorization letter from the original equipment manufacturer; and Size classification relative to the North American Industry Classification System (NAICS) code 339113 for the proposed acquisition. The Department of Veterans Affairs, Network Contracting Office 10 is seeking potential sources for Thirty (30) Ballistic Body Armor (Vests) for the VA Police and Security Service located at the John D. Dingell VA Medical Center, 4646 John R Street, Detroit, MI 48201. All items shall be new; refurbished/used items are not acceptable. Body armor must meet the following specifications: Comply with NIJ 06 Standard Meet Threat Level IIIA Arial Density Made from Spectra, Twaron, Dyneema, or similar fabric (Ultra-High Molecular Weight Polyethylene (UHMWPE) Must weigh less than.95 lbs. per square foot Possess six-point closure system Possess pocket for front trauma plate minimum 5 x 8 Vest includes two (2) wicking ballistic carriers Carrier lined with an anti-microbial material Custom Sizing: Each body armor vest must be sized to fit the individual officer. The contractor shall send a qualified representative to the Detroit VA Medical Center to measure each officer. All measurements shall be made according to industry standards and must take into account all clearances of panels and belts. The sizing representative will be required to make a minimum of three (3) visits to measure officers, one visit per shift. Shift hours are currently 0600-1400, 1400-2200, and 2200-0600. Date(s) and exact times for the fittings will be selected based on a mutual agreement by the parties. Any contractor that believes they are capable and desires to claim preference for veteran owned small business status must be registered with the Vendor Information Pages (VIP) at https://www.vip.vetbiz.gov as an SDVOSB or VOSB.
