Description
Remote Alcohol Testing Solicitation The vendor is required to provide remote alcohol monitoring equipment and services complying with requirements stated in this solicitation, for offenders and defendants under community supervision by the United States Probation and Pretrial Services Offices for the District of Maryland (Judiciary or PPSO). The vendor shall provide equipment that performs random alcohol testing in the defendant/offender's home, as well as any location in the community. The equipment shall detect the presence of alcohol and shall have the capacity to wirelessly transmit results and alerts in real time. The device shall provide automated reminders and alerts for breath tests. The vendor shall continuously monitor equipment to ensure it remains in optimal operational condition and the vendor is responsible for providing alerts and taking other measures to mitigate consequences in the event of any malfunction in equipment provided by the vendor, or failure by the vendor to perform required services, under this contract. The vendor shall be responsible for replacing all lost, stolen or damaged equipment at no additional cost to the Judiciary. The vendor must have demonstrated satisfactory performance of comparable projects for other agencies and provide references. The device shall be capable of taking a deep lung sample from the participant's breath and compare it to a calibrated breath alcohol standard which is stored in the system's memory or video imaging solutions. The device shall also use facial recognition technology to confirm the individual's identify during each breath test. The system shall conduct tests that do not respond to natural gas or acetone and provide functionality to avoid false positives.
