- The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis (IAW FAR Part FAR 8.405-(6)(b) items peculiar to one manufacturer. The proposed source is Olympus America, Inc. of 3500 Corporate Parkway, Center Valley, PA 18034. Naval Medical Center San Diego has a requirement for endoscopy equipment: one (1) endoscope, gastrointestinal tract, upper tract, video/ultrasound [25-503], nine (9) gastroscopes, flexible video [17-663], five (5) colonoscopes, video [17-665], one (1) duodenoscope, video [17-654], and four (4) video systems, endoscopic [15-967] This requirement is part of Federal Supply Schedule (FSS) procurement. Only one award will be made as a result of this synopsis. The majority of the items required for the systems are available on Olympus America, Inc. contract (V797P-2065D). However, the following components are not available via their schedule: five (5) Evis Exera III HD Slim Colonoscope (PCF-H190DL), one (1) Evis Exera III (Therapeutic) Gastrointestinal Videoscope (GIF-1TH190), one (1) To OER-Pro Connector (MAJ-1969), four (4) Wireless Transmitter (UWIT-TX), four (4) Wireless Receiver (UWIT-RX), eight (8) Attachment for UWIT (MAJ-2011), four (4) High Definition LED LCD Monitor (OEV-262H), four (4) Suction Pump (KV-6) and four (4) Rail Clamp (MAJ-191). All equipment shall be compatible with the installed base of Olympus endoscopy equipment (i.e. Olympus video system towers, gastrointestinal endoscopes, and automated endoscope processor), and the endoscope sterilization equipment existing in the Gastroenterology and General Surgery Departments at NMCSD. The requirement shall have the vendor establish service maintenance agreements and provide on-site user support during working hours. The requirement shall include two (2) operation manuals and two (2) service manuals for the endoscopy equipment (i.e. endoscopes and video systems). The power requirements are 120 VAC, 60 Hz. Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system, such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty, and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. The system, including claims made for the product, shall be compliant with Food and Drug Administration (FDA) regulations, with respect to marketing and delivering medical products for use in the United States of America. These requirements shall apply even if delivery is requested outside of the United States of America. The system shall be installed in compliance with OSHA requirements. There are not set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 335410. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
