Description
STATEMENT OF WORK (SOW) Background Mental Health and Behavioral Sciences (MH&BS) is requesting the purchase of Breath Alcohol Analyzer (Intoxilyzer) for inpatient wards in Lyons and East Orange. Breath alcohol testing for inpatients on mental health units has been mandated by the Assistant Deputy Under Secretary for Health for Clinical Operations. Objectives The breath alcohol analyzer system is a micro-processor controlled infrared-based breath alcohol testing device consisting of two (2) primary components: 1) the Intoxilyzer instrument, and 2) the external printer. The system takes accurate and reliable measurements to a new level by using both 3 and 9 micron technology together. Such an advanced system is currently being used in East Orange for the outpatient substance abuse program. This is for an outright purchase for commercially available medical equipment under a firm-fixed price contract. Period of Performance/Time of Delivery: The time of delivery is on or before 84 days after receipt of order (ARO). CMI Intoxilyzer Package Includes: Keyboard and Cable, 100 disposable mouthpieces, Guth 34 C Simulator, 500ml Simulator Solution, 3 rolls thermal printer paper, one year parts and labor warranty and operator s guide. Infrared spectrometry mobile, evidential breath alcohol instrument uses both 3 and 9 micron technology, fully mobile or stationary use, easy single button operation to have the following specifications: ANALYTICAL PRINCIPLE: infrared absorption, at both 3 and 9 microns on every sample RANGE: 0.000 to 0.600 %BAC [g/210 Liters]; 0.000 to 3.000 mg/liter. DIMENSIONS: 14.5 long x 10 wide x 8.4 deep. WEIGHT: 17 lbs. [instrument only]. CALIBRATION CHECKS: wet bath simulator or dry gas. BAROMETRIC COMPENSATION: automatic compensation during dry-gas calibration checks. DISPLAY: 2 line by 20 characters, 8mm character height vacuum fluorescent display. PRINTER OPTIONS: thermal, impact, external AUDIBLE BEEPER: gives auxiliary messages: tones are software-variable in frequency and duration. POWER RATINGS: AC: 90 264 VAC, 47 63Hz, 1amp max. Vehicle DC: 10 16 VDC, 6 amps max. MICROPROCESSOR: Intel compatible x86 based processor @ 30 MHz with a separate DSP processor for signal conditioning. MEMORY: 1 Mbyte for data storage [expandable to 4 Mbyte]; 1 Mbyte FLASH/SRAM for code/fast access. Remote program updates. REAL-TIME CLOCK: accurate to ±10 minutes per year. WARM-UP TIME: less than 20 minutes at 20 °C TEST TIME: less than 1 minute, excluding data entry. DISPOSABLE MOUTHPIECES: spit-trap individually wrapped COMMUNICATIONS: Three RS-232 serial ports, one external printer port, internal modem CE CERTIFICATION: complies with IEC 1010-1 (1990, 92, 95) OIML: complies with OIML R 126 [1998 (E)] RFI CERTIFICATION: to BS EN 50081/2-1 97 & EC 95/54/EEC and FCC Part 15 Class B.
