Description

The National Cemetery Administration is soliciting offers under solicitation number 36C78618R0434. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. The NAICS Code is 238910 Site Preparation Contractors, with a Small Business size standard of $15 million. The Contractor shall furnish all labor, materials, equipment, and supplies necessary to divert the existing water drainage from the wetlands into the existing retention pond at San Joaquin Valley National Cemetery. The work includes but is not limited to: 1. Install concrete catch basin and connect to existing 42 concrete storm drain crossing underneath existing road. Size catch basin as necessary; 2. Provide and install approximate 600 LF of C-900 or equal PVC drain pipe in trench as per attached detail. Minimum slope.5%. Provide sizing; 3. Provide a Concrete Pipe Culvert Headwall with rip rap at outfall of pipe in retention pond; 4. Repair 12 diameter broken drain pipe from Maintenance Building. Provide New Concrete Culvert Headwall and rip rap at outfall of pipe; and other work as indicated. The period of performance shall be one hundred eighty (180) calendar days from date of issuance of Notice to Proceed (NTP). Performance shall be in accordance with the requirements, conditions, terms and representations contained in the solicitation. Location: San Joaquin Valley National Cemetery 32053 West McCabe Road Santa Nella, CA 95322 Per VAAR 836.204, Project Magnitude: Between $25,000 and $100,000.00. There will be a site investigation; all prospective offerors are encouraged to attend. Details of the site investigation will be included in the solicitation package. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS Code and must be registered and verified at https://www.vip.vetbiz.gov. Companies must have the Center for Verification and Evaluation (CVE) seal on their registration to be considered for an award; the VIP database will be checked both upon receipt of an offer and prior to award. This Presolicitation Notice is used for the publication of notice for a proposed acquisition. The Contract Specialist will not be able to answer any questions to this notice until a solicitation is issued. Once the solicitation is issued, interested parties must submit questions in accordance with the instructions listed in the solicitation. Questions will be answered through an amendment to the solicitation. The electronic solicitation will be available for download from http://www.fbo.gov on or about July 20, 2018. No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov. Proposals are due August 21, 2018. This is not an Invitation for Bid (IFB). There will not be a public bid opening. All offers must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered. Submission of offers by email will not be accepted. Transmission/uploads must be completed by the date/time specified. Late or incomplete offers will not be considered.
