- The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Center for Environmental Health Research (USACEHR) intends to award a sole source Firm-Fixed Price contract to the Mclean Hospital Corporation (CAGE CODE:1F6DR) for the purchase of PTSD Blood Samples. Specifically, Dr. Ressler of the McLean Hospital/Harvard Medical School has the only available collection of samples that can meet USACEHR's requirement. Dr. Ressler's laboratory has collected unconstrained samples (funded by NIH) in the precise manner outlined by the PTSD Systems Biology Consortium from approximately 1200 civilian personnel, both male and female, with samples being clearly classified as PTSD, subthreshold PTSD, or no indication of PTSD (but all exposed to trauma). In the study group over 35% have clinical, DSM-IV-defined PTSD (a standardized psychological assessment tool) and there are traumatized control groups with subclinical PTSD as well as those without any symptoms. The statutory authority permitting the acquisition of this requirement by other than full and open competition is 10 U.S.C. 2304(c)(1). The Federal Acquisition Regulation(FAR) citation is 13.501(a)(1)(i), and the FAR citation title is "Only one source reasonably available (including brand name)". This Notice of Intent to Sole Source is for informational purposes only in accordance with (IAW) Federal Acquisition Regulation (FAR) 5.201 and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Interested parties should submit a Capability Statement and pricing information for this requirement before the closing of this public notice to be considered by the Government. A determination to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses received will be considered solely for the purpose of determining whether to conduct a competitive requirement.
