Description
The U.S. Army Corps of Engineers (USACE) intends to award a sole source fixed-price purchase order to Clarkson Research Services Limited for online access to its database services: Shipping and Shipbuilding Forecast Report and World Fleet Register database. The period of performance for this requirement shall be for 12 months from the date of the effective date of the contract. No competition is being sought. These subscriptions are unique to Clarkson Research Services Limited. The Institute for Water Resources of the U.S. Army Corps of Engineers (USACE-IWR) needs information on upcoming or future change(s) to both national and international ocean-going shipping fleets to conduct life-cycle evaluations of fleet service regime and related critical dimensional data for ships and supporting needs for waterway system design for harbors. This data will inform design for layout and dimensions of current and future USACE waterway system projects. Clarkson's Shipping Forecast Club product provides access to targeted forecast reports, monthly market information, analysis of new keels laid and upcoming delivery of completed hulls. IWR relies on physical ship data in support of waterway system analysis and planning routinely undertaken by USACE. As the world's largest entity in the international ship broker industry, the Clarkson's continuous and ongoing efforts to develop applicable proprietary data and industry analysis products are uniquely qualified to cost-effectively provide critical and informative insight into trends in the industry regarding ship design and fleet composition into the future. General market research indicates that other entities can or occasionally prepare world fleet forecasts within specialized or limited scoping on ad-hoc or a tailored\custom basis but experience has shown such forecasts are notably more costly and typically lack continuity in method over time because underlying analysis and evaluations are not continuously conducted and updated over time and because currency of contacts and information flow within industry are not maintained. Given the preceding with consideration of the criticality of associated information to the evaluation of the waterborne navigation program of USACE combined with consideration to associated product standard costs and pricing, it is requested that the Clarkson's Shipping Forecast Product(s) be acquired so that it may be applied in combination with other information available to USACE to provide a more comprehensive and accurate profile of the ocean-going world fleet of commercial cargo carriers. As stated previously associated information and data is critical to long term life-cycle evaluations for USACE waterway system design for both new project placement or waterway system improvements and assessment of ongoing waterway project operation and maintenance (O&M). The Institute for Water Resources of the U.S. Army Corps of Engineers (USACE-IWR) needs to develop and maintain information and data representing the best coverage cost-effectively possible of all ocean-going commercial cargo vessels and associated vessel physical parameters (vessels identified by type, capacities, dimensions, powering, etc.). This data, typically listed in commercially-available vessel registers (i.e., such as the Lloyd' Register of Ships) is critical to informing both economic and engineering evaluations and design of current and future USACE-sponsored coastal waterway system projects. In support of these requirements USACE-IWR needs to have both IHS World Fleet Register Data (formally Lloyds of London and Lloyds Register-Fairplay) and the Clarkson World Fleet Register Online. Past and current experience indicates that both products taken together represent the most complete listing of the world's ocean-going vessel data. Due to consolidation within the respective industry over the last several years there are essentially only two primary independent vessel registers available with an acceptable level of world fleet coverage. Other registers as available are simply derivatives of these independent products and experience has shown such alternative registers are more expensive and more importantly, less complete that the base or primary products from which they are derived. Given the preceding, it is requested that the Clarkson's World Fleet Register be acquired so that it may be applied in combination with the IHS World Fleet Register to provide a more comprehensive and accurate profile of the ocean-going world fleet of commercial cargo carriers Given consideration of the criticality of associated information to the evaluation of the waterborne navigation program of USACE. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers intends on proceeding with awarding a fixed price purchase order to Clarkson Research Services Limited.
