- Sole Source Determination This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopsis of Proposed Contract Actions." US Army Corps of Engineers (USACE), Portland District intends to negotiate/award a sole-source contract with Confederated Tribes of the Umatilla Indian Reservation. The U.S. Army Corps of Engineers, Portland District (Corps) and Bonneville Power Administration (BPA), referred to as "the Agencies" hereinafter, are jointly responsible for compliance with Section 106 of the National Historic Preservation Act (NHPA) under the terms of the 2009 System wide Programmatic Agreement (SWPA) for management of Historic Properties affected by operation and maintenance of the Federal Columbia River Power System (FCRPS). This work is for Site Condition and Walkthrough Monitoring in the John Day Project. The Corps is the land manager for the John Day Project and is gathering data to assess the condition of historic properties located on the Project's land and within the area of potential effects (APEs) for Project operations. The study area for this procurement includes federal land managed by the Corps located within the John Day Project on the Oregon and Washington side of the Columbia River. This area is within the ceded territory of the Confederated Tribes of the Umatilla Indian Reservation (CTUIR). The objective of this contract is to gather information that can assist the Corps and BPA in the development of long-term management decisions for the area. Services including the following: observe, document, and report the physical dynamics involved in the erosional or depositional processes occurring at monitored sites; record site conditions in an effort to provide information from which future changes such as sediment loss, topographic change, vegetation change, human and animal use impacts, soil disturbance, and vandalism can be quantitatively determined; monitor for looting, vandalism, and burial desecration at designated sites and to ensure proper authorities are notified; accurately document the variation and diversity of potential impacts and causal factors at the site; and provide recommendations for treatment of monitored sites including recommendations regarding future monitoring frequency. The study area includes federal land managed by the Corps located within the John Day Project on the Oregon and Washington side of the Columbia River. This area is within the ceded territory of the CTUIR. The CTUIR possesses unique knowledge of Umatilla Indian ancestral village sites, prehistoric burial areas, and areas of traditional cultural properties and resources that exist within and overlap the known boundaries of the subject historic properties in the APE. Not all of this information is made public knowledge. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 541720- Research and Development in the Social Sciences and Humanities with a size standard of $20,500,000.00. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. All responsible sources may submit a capability statement to the contracting officer before the notice end date. If no affirmative written responses are received by 12:00 PM local time on 11 July 2018, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
