- ACC-RI and Program Executive Office Enterprise Information Systems are requesting information to assist the United States Government (USG) to determine, if vendors can provide specific, relevant, and direct knowledge and expertise of the Unified Capabilities Soft Client Subscription Service (UC SCSS), Joint Regional Security Stack (JRSS), Army network infrastructure and the Department of Defense Information Networks (DoDIN) to perform network management and support services directly related to the UC SCSS effort. This Request for Information (RFI) will allow industry partners to describe their technical capabilities and demonstrated experience. This RFI is issued solely for informational and planning purposes and does not constitute a solicitation. All information received and marked 'Proprietary' will be handled accordingly, responses will not be returned. Information provided in response to this RFI will be used to assist the USG in facilitating decision making. In accordance with Federal Acquisition Regulation 15.201(e), responses are not offers and cannot be accepted by the USG to form a binding contract. Responses are necessary to assist the USG in determining interest and if industry has the required skill sets to perform network management and support services directly related to the UC SCSS effort. No contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. No basis for claim against the Army shall arise as a result from a response to this announcement or Army use of any information provided. Thsi announcement does not restrict the Army to an ultimate acquisition strategy. The Army reserves the right to consider acquisition strategies as deemed appropriate. The UC SCSS enables collaboration for Army business users worldwide via a standardized application on any approved desktop/mobile device for up to 900,000 Non-classified Internet Protocol Router Network (NIPRNet), and up to 100,000 Secret Internet Protocol Router Network (SIPRNet). The UC SCSS will be delivered from a Contractor Owned and Contractor Operated (COCO), hybrid hosting (on-premises and off-premises), cloud-based Software as a Service (SaaS) solution, and using Skype for Business. The USG requires network management and support services from a vendor that has specific, relevant, and direct knowledge and expertise of the UC SCSS to perform: - Comprehensive evaluations of Army's network infrastructure to ensure it will adequately support the UC SCSS deployment. - Provide embedded support to Army's operational sustainment activities, and to provide guidance/recommendations for optimal network speed and performance to ensure efficient and effective performance of the Army UC SCSS. - Identify, recommend solutions to, and or participate in remediation of network performance bottlenecks in direct support of the UC SCSS effort. - Support USG network personnel in scanning and analyzing network traffic, capacity and bandwidth utilization. - Monitor network performance and optimize the network for optimal speed and availability. - Address the proper configuration and maintenance of the Multiprotocol Label Switching (MPLS) network. - Provide recommendations on the optimal Virtual Routing and Forwarding (VRF) route configuration for Army's enterprise services, serving 3.5M users. - Thorough knowledge of Joint Regional Security Stack (JRSS), Army network infrastructure and the Department of Defense Information Networks (DoDIN). Responses to this RFI must be submitted in writing to carrie.l.holub.civ@mail.mil and babette.r.murphy.civ@mail.mil by 1200pm Central Time, 12 July 2018. Responses are requested to be single-spaced, Times New Roman, 12 point font, with one inch margins, and compatible with MS Office Word. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked 'Proprietary' will be handled accordingly. Please be advised that all submissions become USG property and will not be returned. All USG and USG support contractor personnel reviewing responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The USG shall not be held liable for any damages incurred if proprietary information is not properly identified.
