- Pre-Solicitation Conference (Webinar) Login Information Capability Statement Instructions Draft PWS The U.S. Department of Education (the Department) is conducting market research to provide details to support a requirement titled the "First International Studies' Consolidated National Contract for The Progress in International Reading Literacy Study (PIRLS), The Program for International Student Assessment (PISA), and The Program for the International Assessment of Adult Competencies (PIAAC)". The contemplated contract will support the National Center for Education Statistics (NCES) in the Institute of Education Sciences. This requirement involves the participation in three international assessments, The Program for International Student Assessment (PISA), Progress in International Reading Study (PIRLS), and Program for the International Assessment of Adult Competencies (PIAAC). These three studies are scheduled to take place in a tight, overlapping timeframe. The synchronicity in 2021 of these three studies' administrative cycles creates potential opportunities to reduce burden and cost, while increasing both efficiency and quality. For example, under a single contractor there exists the possibility of an integrated approach to sampling, which could minimize the burden on any given school district, optimize the possibility of deploying data collection staff across the studies, and minimize expenses related to time and travel. Likewise, under a single contractor, field staff training, scoring, and IT equipment rental or usage may be coordinated and optimized. The proposed procurement is tentatively slated for a full and open competition and the Department intends to award a single contract. The Department has not finalized the procurement method or type of contract. The Department seeks information to determine the optimal procurement method and industry feedback is encouraged. This is not an invitation for bid, request for proposal or other solicitation and in no way obligates the Department to award a contract. This notice's sole intent is to obtain information for a proposed procurement. -Request for Capability Statements Interested parties are invited to review the Draft Performance Work Statement (PWS) for full details regarding the scope of work in its entirety; as well as, submit the information requested in the attachment titled "Capability Statement Instructions". Interested parties are also asked to submit questions regarding the attached Draft PWS. Written questions submitted by July 18, 2018 at 11a.m. Eastern Daylight Time will be answered and posted via this announcement no later than July 23rd. -Pre-Solicitation Conference (Webinar) The Department is hosting a Pre-solicitation Conference (via Webinar) that is open to all responsible offerors. The purpose of this conference is to: (1) identify potential offerors; (2) provide information to better understand the Department's requirements; and (3) to provide a platform whereby both large and small businesses may obtain information on other interested parties to support small business subcontracting opportunities, and small business partnering and/or teaming arrangements. During this conference, the Department will discuss the PWS and the planned acquisition strategy as well as answer any questions asked pertaining to the requirement.
