THIS ANNOUNCEMENT CONSTITUTES A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The Naval Facilities Engineering Command Southeast, (NAVFAC SE) is conducting market research of Industry to identify potential small business contractors for: WATER, WASTEWATER, STORM WATER, AND SPILL CONTROL ENVIRONMENTAL SERVICES AT DOD AND NON-DOD ACTIVITIES IN THE AREA OF RESPONSIBILITY SERVED BY THE NAVAL FACILITIES ENGINEERING COMMAND SOUTHEAST. NAVFAC SE is seeking U.S. Small Business Administration (SBA) certified 8 (a), Hubzone Small Business, Service Disabled Veteran-Owned and other Small Business sources with current relevant qualifications, experience, personnel, and capability to perform the Architect/Engineer (A/E) services required for a Firm Fixed-Price Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for Water, Wastewater, Storm Water, and Spill Control Environmental Services of various project types. This sources sought is for services required at DOD and non-DOD activities primarily in, but not limited to, the area of responsibility served by NAVFAC SE. Installations include, but are not limited to, Naval Bases, Marine Bases, Air Force Bases, and Navy and Marine Corps Reserve Centers. There may be the need to support civilian communities. The anticipated firm fixed price indefinite delivery indefinite quantity contract is valued at $10M over the life of the contract. The contract shall not exceed 5 years or $10M. The estimated range of task order values is $25,000-$500,000. The range is an estimate and the Government may place orders below or above this amount. The NAICS code for this contract 541620 and the size standard is $15M. This sources sought is for services that will primarily be required in Alabama, Florida, Georgia, Louisiana, Mississippi, Texas, South Carolina, Tennessee, Guantanamo Bay Cuba, Andros Island Bahamas, and Puerto Rico. The services will primarily include, but are not limited to, the following professional services: Potable Water - Work pertaining to potable water may include, but is not limited to, evaluating the condition and capacity requirements of the supply, treatment, distribution, and storage systems; performing studies pertaining to cross connection control, water distribution operation and maintenance, disinfectants and disinfection byproducts, sanitary surveys, corrosion control in distribution systems, water conservation, and well head protection; performing computerized hydraulic analyses of potable water distribution systems; developing unidirectional flushing programs; preparing/updating Operation and Maintenance (O and M) manuals; preparing sampling plans; providing SCADA control system design and assistance; conducting flow and/or leak detection testing within the distribution system; and performing and/or updating vulnerability assessments and emergency response plans for water treatment facilities. Wastewater - Work pertaining to domestic/industrial wastewater may include, but is not limited to, evaluating the condition, capacity, and optimization requirements of the treatment and associated collection systems; performing studies pertaining to Total Maximum Daily Loads and predictive evaluations (e.g., mixing zones), water quality modeling, wastewater treatment pilot testing, infiltration/inflow, sanitary sewer system condition evaluation, wastewater reuse, alternative disinfection, wastewater characterization and treatability, oily waste/waste oil, and industrial wastewater management; preparing/updating O and M Manuals; providing SCADA control system design and assistance; and preparing Federal and/or state point and non-point National Pollutant Discharge Elimination System (NPDES) permit and industrial pretreatment permit applications. Storm Water “ Work pertaining to storm water systems may include, but is not limited to, Storm Water Pollution Prevention programs and best management practices as required under federal or state Multi-Sector General Permit (MSGP) programs for Industrial Activities and preparation and revision of Storm Water Management Plans and Storm Water Action Plans for Storm Water Management Programs at military facilities classified as Municipal Separate Storm Sewer Systems (MS4 ™s). Required services may include: preparation of sampling plans, development of computerized mapping of storm drainage systems and facilities associated with MS4 ™s and industrial activities, assessment of potential storm water pollution sources, illicit discharge investigations to identify cross connections and sources of industrial wastewater, development of Best Management Practices (BMPs), development of training for base personnel, development of storm water public education and outreach programs, development of storm water public involvement programs, development of construction site runoff control programs, development of post construction runoff controls programs, development of storm water good housekeeping programs, performance of annual facility site compliance evaluations, storm water sampling and analysis, preparation of permit applications, preparation and revision of storm water pollution prevention plans, preparation and revision of storm water management programs, preparation of military project planning documentation (DD Form 1391) to implement structural BMPs, and development of relational databases which can be linked to storm water drainage, sanitary sewer and other utility mapping and informational systems to form a geographic information system (GIS) for effective source control and storm water program management. Spill Control “ Work pertaining to spill control may include, but is not limited to, the following professional services: preparation of, or revisions, updates or amendments to Spill Prevention, Control, and Countermeasure (SPCC) Plans; Oil and Hazardous Substance Spill Contingency Plans (OHS SCP); Oil Storage Tank Management Plans; Facility Response Plans (FRP); and Integrated Contingency Plans (ICP) in accordance with applicable federal, state and local regulations and applicable industry standards; preparation and performance of spill drills and exercises to assess the effectiveness of response plans and readiness of facility response personnel; preparation of strategies (including booming strategies) to protect fish, wildlife and sensitive environments; initial preparation of, or revision to, existing Marine Fueling Operations Manuals for vessel fueling; preparation of oil spill prevention and response training material; provision of Natural Resource Damage Assessment planning and implementation services; preparation of Petroleum Storage Tank and Piping related studies and reports; preparation of contamination assessments procedures, reports, corrective action plans associated with leaking petroleum storage tanks or other petroleum-related spills or leaks. Miscellaneous Services - In addition to services described above, work pertaining to potable water, domestic/industrial wastewater and storm water systems during the life of the contract may also include developing/modifying GIS and AUTOCAD drawings; preparing or updating O and M Manuals; building foreseeable environmental projects and estimates for budget planning for SDWA or CWA requirements which requires familiarity with EPR Web, the Navy Requirements Guidebook and Navy compliance policies; conducting Environmental Management System (EMS) reviews, inspection/gap analyses and/or progress reviews to ensure conformance to a specified standard such as ISO 14001, Navy EMS policy or other standard; reviewing and developing utility services contract requirements and modifications; identifying environmental project requirements and preparing military project justifications (e.g., DD form 1391); conducting OEL assessments, updates, data management and reports particularly in regards to water systems related liabilities; preparing plans and specifications with construction cost estimates; conducting soil investigations and various testing; obtaining environmental permits; reviewing shop drawings; providing construction consultation and construction or inspection services; and preparing construction record drawings. All interested firms should be capable of obtaining security clearances, if required. Interested sources are invited to respond to this sources sought announcement. The government is only seeking a 1 to 5-page response. The information which must be contained in your response is as follows: 1. Provide company information to include name, address, (2) points of contact, phone number, email address, CAGE and DUNS number. 2. Identify whether your firm is a self-certified Small Business or SDVOSB, or an SBA certified 8 (a), or HUBZone firm. If you are an 8(a), or HUBZone firm, provide proof of SBA certification. If you are submitting as a mentor-protĂ©gĂ© joint venture under the 8(a) program, you must provide SBA approval of the mentor-protĂ©gĂ© agreement to be considered as small for this procurement. The Capabilities Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the company ™s ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirements to be consistent with industry capabilities. After completing its analysis, the Government will determine whether to limit competition among 8(a), HUBZone, SDVOSB, Veteran-Owned Small Business, and/or Small Business firms or to proceed with issuing an unrestricted solicitation, inviting full and open competition.
