Source Prequalification Document SOURCE PRE-QUALIFICATION REQUIREMENTS AMSC C: These parts require engineering source approval by the control activity to ensure the quality and integrity of the part. Alternative sources must pre-qualify by submitting a Source Approval Request (SAR) according to the design control activity's procedures and receive approval from the applicable government engineering activity, AFLCMC/WLSE (C-5 Galaxy Division Engineering). SECTION A: ITEM IDENTIFICATION Stock Number (NSN) Part Number Vendor P/N Nomenclature 3120-00-766-2056 4F23832-103A C-5 MLG Trunnion Bearing SECTION B: JUSTIFICATION FOR ESTABLISHING A QUALIFICATION REQUIREMENT The C-5 MLG Trunnion Bearing is a Spherical Bearing which is self-aligning and self- lubricating by the incorporation of a tetrafluoroethylene (TFE) in a liner between the inner ring (ball) and the outer ring (race) for use in the temperature range of -65℉ to 250℉ The bearing assembly provides a means for attaching the MLG trunnion to the aircraft. Failure of the C-5 MLG would place the aircraft and crew in an extremely hazardous situation due to possible inability to lower a MLG during flight. Additionally failure of the bearing performance may induce additional damage in the MLG trunnion pins, or trunnion frame. SECTION C: QUALIFICATION REQUIREMENTS Source approval information : Listed below are the minimum requirements necessary to become a qualified offeror on the equipment listed above. Prospective contractors should report in accordance with MIL-HDBK-831. •a. Potential offerors shall demonstrate the ability to manufacture the bearing and install it into the retainer to form upper level bearing assembly 4F90004-101A, and demonstrate that the bearing assemblies will pass the performance requirements listed on LMCO drawing 4F90004. •b. Potential offerors shall provide a detailed quality plan implementing ISO 9002 (or equivalent). •c. Potential offerors shall provide a detailed re-manufacturing plan describing re- manufacturing and inspection procedures and shall provide for: •1. Traceability of batch/lot for re-manufactured material •2. Identification of material sources. Sources for raw materials must be documented for each type of material. No material waivers will be granted. •3. Identification of sources for processes not done in house shall be documented. •d. Potential offerors shall perform a minimum of 75% of the re-manufacturing workload in-house. •e. After qualification of the re-manufacturing plan processes, vendor sources, quality procedures, etc. shall not be changed without the approval of AFLCMC, WLSEAB, obtained through the contracting officer. •f. Conditional approval may be granted based upon submittal of a Source Approval Request providing the documentation requested herein. Full pre-qualification status shall not be granted until offerors pass a one-time first article test, demonstrating compliance with LMCO drawing 4F90004 requirements. Once vendors have had the Source Approval Request approved and passed first article testing, pre-qualification status will be granted. •g. This qualification process shall be waived for companies who have already passed pre-qualification. The following companies are currently qualified to re-manufacture, test, and manufacture: •1. RBC Aerospace Bearings Inc. (Cage Code 81376) Note: RBC owns Sargent Aerospace and Defense, LLC •2. Sargent Aerospace and Defense, LLC (CAGE 97613) •h. The Air Force may not qualify potential offerors who have had quality problems when delivering similar or identical items to the government. Potential offerors who have produced similar items for the commercial market shall also be considered for qualification and shall provide commercial brochures and at least five (5) references with phone numbers. SECTION D: ESTIMATE OF THE TEST AND EVALUATION COSTS Not applicable. All costs related to pre-qualification shall be paid by the applicant. SECTION E: GOVERNMENT CONTRACT The Government Point of Contact for the technical requirements specified for qualification is AFLCMC/WLSEAB, 235 Byron Street Suite 19A, Robins AFB, GA 31098.
