- PURPOSE The Department of State, U.S. Embassy Riga requires customized Group Health Insurance services for employees and their dependents. BACKGROUND Please note that this solicitation is not ready to be issued as of this date and see the Request for Proposal (RFP) for the actual date proposal due date. The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. All responsible sources may submit a proposal, which will be considered. The Government plans to issue the solicitation on the FedBizOpps in the end of July timeframe. The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price with economic price adjustment requirements type contract under which will be issued firm fixed price task orders. The estimated number of current employees is approximately 137 with approximately 202 eligible dependents for health insurance. Please note the numbers are only estimates. All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 5.207. Therefore prospective offerors are encouraged to register prior to the submittal of quotations/proposals. The guidelines for registration in SAM are also available at: https://www.statebuy.state.gov/pd/Pages/AdditionalVendorReg NOTE: No electronic submissions shall be accepted. Only hardcopy proposal submissions will be accepted. PROPOSED CONTRACT ACTION The Contractor shall provide services as described herein to meet the mission requirements of the U.S. Embassy Riga. Accordingly, the U.S. Embassy Riga plans the issuance of the following solicitation (RFP): 1. RFP Title: Health Insurance Services for the U. S. Embassy Riga, Latvia. 2. RFP issuance date: In late July, 2018. 3. RFP issuance method: The solicitation will be posted on the Federal Business Opportunities (FedBizOpps) website at www.fbo.gov under the "Business Opportunities" section. The awardee will be required to speak, write and comprehend English. 4. RFP response date: In late September, 2018. 5. Award date: November, 2018. 6. Award procedures: In accordance with FAR 15.3 Source Selection. 7. Duration of contract period: Base of twelve months plus four (4) option years from Notice to Proceed. 8. Place of performance: Riga, Latvia. 9. Special contract requirements: The Contractor shall possess all permits, licenses, and any other appointments required for the prosecution of work under this contract. Interested parties are reminded that information furnished hereunder may be subject to disclosure under the Freedom of Information Act (FOIA). Therefore, all items that are confidential to business, or contain trade secrets, proprietary, or personnel information must be clearly marked. Marking of items will not necessarily preclude disclosure when the U.S. Embassy Riga determines disclosure is warranted by FOIA. However, if such items are not marked, all information contained within the submitted documents will be deemed releasable.
