Description
The Naval Air Systems Command intends to negotiate and award a sole source contract with UTC Aerospace Systems(UTAS), Windsor Locks, CT, for the preparation and startup work associated with the T64 Fuel Control. The contract will include components associated equipment and support comprised of special tooling, support equipment, test equipment, non-recurring and recurring engineering associated with engineering changes, cost reduction initiatives, test and delivery, technical data, long lead material procurement, and administrative/financial data required to build the T64 Fuel Control. UTAS has been the designer and developer of the Fuel Control for the H-53 legacy helicopters, and accordingly is the only known responsible firm with the requisite knowledge, capability, experience, special tooling, and test facilities necessary to fulfill the Government's requirements within the required timeframes herein. UTAS has an established supplier base and manufacturing processes which are critical for the quality production. The authority permitting other than full and open competition is Title 10, U.S. Code 2301(c)(1), as instructed by the Federal Acquisition Regulation Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. However, all capability statements received within fifteen days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
