Description
The purpose this requirement is to improve behavioral health in the workplace by developing an on-line instructional guide for Employee Assistance Program professionals specifically designed to update this field with appropriate methodology to address workplace opioid and related substances use/misuse concerns for injured and non-injured employees. Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of Substance Abuse and Mental Health Services Administration (SAMHSA), intends to sole source to: Research Triangle Institute (RTI International) 3040 E Cornwallis Rd Research Triangle Park, NC, 27709-0155 (919)541-6514 RTI International is an appropriate sole source for this particular project for several reasons including RTI has more than 15 years of experience developing and delivering workplace substance use prevention technical assistance and related program development and support; through the Preventing Prescription Abuse in the Workplace Technical Assistance Center, RTI developed technical assistance materials addressing prescription drug misuse and emerging issues including: the Employee Association Program (EAP) toolkit to which this instructional guide will be designed; the Marijuana Toolkit; occupation-specific prescription drug screening instrument for flight attendants; and the mobile wellness application for flight attendants, including prescription drug, alcohol, stress, sleep, and trauma modules. RTI produced a wide-range of other workplace technical assistance projects associated with this acquisition including: provided technical assistance to employers planning, implementing, and evaluating workplace health promotion programs; development of new methods of evaluation such as CDC's Swift Worksite Assessment and Translation tool; and designed the Obesity Cost Calculator tool for employers to estimate their obesity-related costs and to compare the costs and benefits of user-defined interventions to reduce obesity. Further, RTI oversees the CSAP Division of Workplace Program's National Laboratory Certification Program and publishes findings related to toxicology of prescription drugs, marijuana, and other drugs which is associated with the information to be developed under this acquisition. RTI is also the contractor for the SAMHSA National Survey on Drug Use and Health data collection contract and the Substance Abuse and Mental Health Data Archive (SAMHDA) contractor, ensuring that RTI staff has optimal understanding of these resources which have application to the development of the On-line EAP Professional Instructional Guide for Opioids. The purpose this requirement is to improve behavioral health in the workplace by developing an on-line instructional guide for Employee Assistance Program professionals specifically designed to update this field with appropriate methodology to address workplace opioid and related substances use/misuse concerns for injured and non-injured employees. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement.
