- (1) Action Code : SOURCES SOUGHT This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, WOSB, & EDWOSB businesses are highly encouraged to participate. Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation. B. Salient Characteristics The Government requires seven (7) L-Band Helix Antenna, in accordance with the following Salient Characteristics: 1. The antennas shall operate in a frequency range 1150 Megahertz (MHz) - 1616 MHz (covers frequency bands for L5 Global Positioning System (GPS), E5, E5a, E5b Galileo, L5 Indian Regional navigation Satellite System (IRNSS), L2 GPS, B2 Compass, L2 Global Navigation Satellite System (GLONASS), E6 Galileo, B1 Compass, L1 GPS, E1, E2 Galileo, L1 GLONASS). 2. The antennas shall have a minimum Gain of 11.5 dBic. 3. The Connector type shall be N (female). 4. The antennas shall have a 500 Watt average power handling capacity. 5. The antennas shall have a maximum Voltage Standing Wave Ratio (VSWR) of < 1.7: 1. 6. The antennas shall have an Axial Ratio of better than 1: 2 decibels (dB). 7. The antennas shall have Right Hand Circular (RHC) Polarization. 8. The antennas shall have a minimum height of 18 inches ("), and a maximum height of 30". 9. The antennas shall have a maximum diameter or square of 12". 10. The antennas shall have a maximum weight of three (3) pounds (lbs). 11. The antennas shall be white in color. 12. The antennas shall have a protective cover, e.g. Radom. The cover shall be impact, abrasive, Ultra-Violet (UV), solvent, and drop resistant. 13. The antennas shall be able to operate in temperatures ranging from -50 degrees Fahrenheit (F) to 175 degrees F. 14. The antennas shall be able to operate at altitudes ranging from -200 feet (ft) to 20,000 ft. 15. The antennas shall be hermetically sealed. 16. Each antenna baseplate shall be made of aluminum, brass, or an alloy. 17. The baseplate shall have a minimum thickness of one-quarter (1/4)", with a minimum of four (4) holes (or threaded holes) equally spaced around the baseplate to anchor the antenna; each hole shall have a diameter of 1/4", the 1/4" hole can be smooth or threaded (1/4 - 20). C. Responses: All interested parties should notify this office in writing, mail, fax, or e-mail within the posted date. Responses shall include: (I) To what extent each of the specifications can be met. (II) Include your type of business (i.e. commercial, academia), whether your organization is classified as a large or small business based on the 1250 Employees standard that accompanies NAICS code 334220. If a small business, you must also list any small disadvantaged status you hold [HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), etc.]. (III) Past experience/ performance through the description of completed projects. (12) Responses to this sources sought are due no later than 11:59 AM eastern standard time on Monday, 09 July 2018.
